{"id":672,"date":"2017-10-14T00:05:00","date_gmt":"2017-10-13T22:05:00","guid":{"rendered":"http:\/\/snetap-fsu.fr\/comp\/pdl\/?p=672"},"modified":"2018-09-11T14:04:30","modified_gmt":"2018-09-11T12:04:30","slug":"chsctrea-des-pays-de-la-loire-tant-de-chantiers-empeches-2","status":"publish","type":"post","link":"https:\/\/regions-snetap-fsu.fr\/pdl\/2017\/10\/14\/chsctrea-des-pays-de-la-loire-tant-de-chantiers-empeches-2\/","title":{"rendered":"CHSCTREA des Pays de la Loire&#8230;tant de chantiers emp\u00each\u00e9s\u00a0!"},"content":{"rendered":"<p class=\"western\" align=\"justify\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: x-large;\"><u><b>Compte rendu CHSCTREA 5 octobre 2017<\/b><\/u><\/span><\/span><\/p>\n<p class=\"western\" align=\"justify\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">Nous avons si\u00e9g\u00e9 \u00e0 ce CHSCTREA en l&rsquo;absence du DRAAF et des autres organisations syndicales&#8230;presque une habitude d\u00e9sormais&#8230;<\/span><\/span><\/p>\n<p class=\"western\" align=\"justify\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><u><b>Une instance qui demeure la derni\u00e8re roue du carosse. <\/b><\/u><\/span><\/span><\/p>\n<p class=\"western\" align=\"justify\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">Symbole de cette situation, le suivi des actions du CHSCTREA qui nous a \u00e9t\u00e9 fourni sous la forme d&rsquo;un tableau&#8230;un tableau qui n&rsquo;a pas \u00e9volu\u00e9 depuis 3 ans parfois\u00a0! En effet, nombre de sujets sont sans solution depuis plus de 3 ans\u00a0! Des d\u00e9cisions prises (par l&rsquo;administration) ne sont pas suivies d&rsquo;effet&#8230;l&rsquo;administration ne respecte pas ses propres engagements\u00a0!<\/span><\/span><\/p>\n<p class=\"western\" align=\"justify\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><u><b>B<\/b><\/u><u><b>ilan COHS <\/b><\/u><u><b>(commission hygi\u00e8ne et s\u00e9curit\u00e9 dans les \u00e9tablissements)<\/b><\/u><u><b>\u00a0:<\/b><\/u> peu de progr\u00e8s..<\/span><\/span><\/p>\n<p class=\"western\" align=\"justify\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">Difficile de remplir sa mission de repr\u00e9sentants des personnels dans cette instance lorsque les documents demand\u00e9s ne sont pas transmis. C&rsquo;est le cas des proc\u00e8s verbaux des COHS. <\/span><\/span><\/p>\n<p class=\"western\" align=\"justify\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">Ces instances de proximit\u00e9 pour toutes les questions de s\u00e9curit\u00e9 doivent mieux fonctionner\u00a0! <\/span><\/span><\/p>\n<p class=\"western\" align=\"justify\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">Pour mieux fonctionner, elles doivent, tout d&rsquo;abord, \u00eatre mieux connues. Il est n\u00e9cessaire (comme cela avait \u00e9t\u00e9<\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"> demand\u00e9) que dans chaque \u00e9tablissement une communication claire et pr\u00e9cise soit faite \u00e0 son sujet\u00a0: par la mise en place d&rsquo;un tableau Hygi\u00e8ne, s\u00e9curit\u00e9 et condition<\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">s<\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"> de travail dans les salles des personnels (avec notes de services, liste des membres de la cellule de veille, PV des instances, liste des professionnels de sant\u00e9\u2026).<\/span><\/span> <span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"> N<\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">ous avons constat\u00e9 que nombre de nos coll\u00e8gues ignorent encore l&#8217;em<\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">placement des registres <\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">sant\u00e9-s\u00e9curit\u00e9 au travail (<\/span><\/span><span style=\"color: #111111;\"><span style=\"font-family: Verdana, sans-serif;\"><span style=\"font-size: small;\">D\u2019un usage souple et facilement accessible (sa localisation doit e\u0302tre clairement signale\u0301e), il permet de noter, d\u2019enregistrer, au jour le jour, les faits ou les e\u0301ve\u0301nements qui de\u0301te\u0301riorent les conditions de travail ou qui engendrent un risque pour la sante\u0301 et la se\u0301curite\u0301 des personnels et des usagers.<\/span><\/span><\/span><\/p>\n<p class=\"western\" align=\"justify\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">Nous souhaitons \u00e9galement am\u00e9liorer l&rsquo;efficacit\u00e9 des COHS. Dans les prochaines semaines, nous allons p<\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">roposer un plan commun pour les <\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">PV <\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">COHS. <\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">Il serait aussi <\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">int\u00e9ressant<\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"> de p<\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">roposer un arbre des causes <\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">commun<\/span><\/span> <span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">pour d\u00e9crire <\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">un accident du travail. <\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">Il a \u00e9galement \u00e9t\u00e9 \u00e9voqu\u00e9 lors de ce comit\u00e9 l&rsquo;i<\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">mportance <\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">(ou la croissance)<\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"> des agressions verbales <\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">vis \u00e0 vis des agents<\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">. <\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">C&rsquo;est un ph\u00e9nom\u00e8ne \u00e0 ne <\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">pas<\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"> minimiser. Il existe une note de service (de 2016)<\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"> sur le signalement concernant les agressions (verbales). <\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">Elle est \u00e0 utiliser <\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">pour que soient remont\u00e9s au minist\u00e8re le type et le nombre d&rsquo;agressions dans nos \u00e9tablissements<\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">. <\/span><\/span><\/p>\n<p class=\"western\" align=\"justify\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">Pour faire vivre la sant\u00e9 et la s\u00e9curit\u00e9 au travail dans les \u00e9tablissements, le r\u00f4le de l&rsquo;assistant-e de pr\u00e9vention est central. Nous constatons et contestons l&rsquo;absence de d\u00e9charge et de temps d\u00e9di\u00e9s \u00e0 cette mission pour nos coll\u00e8gues qui la remplissent. <\/span><\/span><\/p>\n<p class=\"western\" align=\"justify\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">H.RENAULT, inspecteur sant\u00e9-s\u00e9curit\u00e9 au travail, a rappel\u00e9 la n\u00e9cessit\u00e9 de mettre en place dans chaque EPL un plan de pr\u00e9vention \u00e9crit pour les interventions des entreprises ext\u00e9rieures ainsi qu&rsquo;un document sur l&rsquo;accessibilit\u00e9 locaux pour les coll\u00e8gues et \u00e9l\u00e8ves handicap\u00e9s. Un registre d&rsquo;accessibilit\u00e9 pour ces derniers est \u00e9galement \u00e0 mettre en place. <\/span><\/span><\/p>\n<p class=\"western\" align=\"justify\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><u><b>Risques Psycho-sociaux: <\/b><\/u><\/span><\/span><\/p>\n<p class=\"western\" align=\"justify\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">Nous n&rsquo;avions pas eu connaissance avant la r\u00e9union du bilan r\u00e9gional des actions sur cette question (il a \u00e9t\u00e9 distribu\u00e9 en s\u00e9ance)&#8230;Nous avons demand\u00e9 \u00e0 ce que tant les bilans des enqu\u00eates, dont les m\u00e9thodologies sont tr\u00e8s disparates que les plans d&rsquo;actions soient transmis aux \u00e9lus du CHSCTREA afin qu&rsquo;une mutualisation soit possible. Si les lyc\u00e9es de Nature et dee Gu\u00e9rande semblent les seuls \u00e9tablissements \u00e0 ne pas avoir lanc\u00e9 la d\u00e9marche, partout ailleurs, les enqu\u00eates voire les plans sont mis en action. On peut constater que les enqu\u00eates ont sucit\u00e9 beaucoup d&rsquo;attente (d&rsquo;espoir?) et r\u00e9v\u00e9l\u00e9 des situations parfois tr\u00e8s difficiles, tr\u00e8s tendues. Pour de multiples raisons, les conditions de travail dans nos \u00e9tablissements peuvent provoquer, parfois, de la souffrance, du mal \u00eatre au travail. <\/span><\/span><\/p>\n<p class=\"western\" align=\"justify\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">Malgr\u00e9 nos demandes, une r\u00e9union de la cellule de veille n&rsquo;avait pas \u00e9t\u00e9 possible avant l&rsquo;\u00e9t\u00e9. Il a \u00e9t\u00e9 d\u00e9cid\u00e9 une relance de cette structure\u00a0: nouveaux membres et nouvelle dynamique. <\/span><\/span><\/p>\n<p class=\"western\" align=\"justify\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">Il a \u00e9t\u00e9 rappel\u00e9 lors de ce CHSCTREA que les agents ACB (agents sur budget des EPL) pouvaient faire appel aux assistantes sociales du Minist\u00e8re. Cependant, ces coll\u00e8gues restent toujours les grands oubli\u00e9s du minist\u00e8re&#8230;ils ont \u00e9t\u00e9, par exemple, exclus de la r\u00e9cente enqu\u00eate sur le climat social produite par le secr\u00e9tariat g\u00e9n\u00e9ral du Minist\u00e8re. <\/span><\/span><\/p>\n<p class=\"western\" align=\"justify\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><u><b>M\u00e9decine de pr\u00e9vention<\/b><\/u><\/span><\/span><\/p>\n<p class=\"western\" align=\"justify\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">Nous avons rappel\u00e9 l&rsquo;absence de m\u00e9decine de pr\u00e9vention pour les personnels des \u00e9tablissements (except\u00e9s les personnels du Conseil r\u00e9gional qui en b\u00e9n\u00e9ficient depuis peu). L\u2019\u00c9tat manquant ici \u00e0 toutes ses obligations. Si pour les d\u00e9partements 44,49 et 85 une solution (temporaire?) semble avoir \u00e9t\u00e9 trouv\u00e9e par le recours \u00e0 une association priv\u00e9e avec un m\u00e9decin. Celle ci ne pourra intervenir qu&rsquo;un jour par semaine par d\u00e9partement&#8230;dans le public et le priv\u00e9. Pour ce qui est des agents en Mayenne et en Sarthe&#8230;toujours rien\u00a0!<\/span><\/span><\/p>\n<p class=\"western\" align=\"justify\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><u><b>Charte des temps\u00a0:<\/b><\/u> un bon outil \u00e0 proposer<\/span><\/span><\/p>\n<p class=\"western\" align=\"justify\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">A la suite des propositions d&rsquo;un groupe de travail constitu\u00e9 au printemps dernier, les \u00e9lus du CHSCTREA avaient propos\u00e9 une charte des temps pr\u00e9cis\u00e9e-renouvel\u00e9e par rapport \u00e0 celle du Minist\u00e8re. L&rsquo;id\u00e9e des r\u00e9dacteurs\u00a0? R\u00e9aliser un texte \u00e0 discuter dans les \u00e9tablissements. Mais les blocages locaux sont encore trop nombreux&#8230;Nous avons donc d\u00e9cid\u00e9, avec les services de la DRAAF, de poursuivre la diffusion du document&#8230;et pourquoi pas de le porter, in fine, en d\u00e9lib\u00e9ration dans les CA. Pour l&rsquo;instant, beaucoup de lyc\u00e9es n&rsquo;en ont pas encore parl\u00e9 et si c&rsquo;est le cas dans certains \u00e9tablissements, notons quand m\u00eame que l&rsquo;accueil de cette charte a \u00e9t\u00e9 difficile et tr\u00e8s n\u00e9gatif de la part de certains chefs d\u2019\u00e9tablissement&#8230; <\/span><\/span><\/p>\n<p class=\"western\" align=\"justify\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><u><b>Bulletin<\/b><\/u><\/span><\/span><\/p>\n<p class=\"western\" align=\"justify\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">Le bulletin num\u00e9ro 2 produit par le CHSCTREA devrait sortir dans les prochaines semaines. Il sera centr\u00e9 sur les RPS. Il contiendra \u00e9galement des i<\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">nformation<\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">s<\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"> sur les droits des agents en arr\u00eat maladie <\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">ainsi qu&rsquo;un article <\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">sur <\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">le <\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">soutien psychologique <\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">possible pour les agents<\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">. <\/span><\/span><\/p>\n<p class=\"western\" align=\"justify\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><u><b>Des formations AE et AESH renouvel\u00e9es<\/b><\/u><\/span><\/span><\/p>\n<p class=\"western\" align=\"justify\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">A notre demande et comme l&rsquo;an pass\u00e9, les formations PSC1 et extincteurs seront renouvel\u00e9es pour les assistants d&rsquo;\u00e9ducation.
