{"id":4186,"date":"2022-01-19T11:26:29","date_gmt":"2022-01-19T10:26:29","guid":{"rendered":"https:\/\/regions-snetap-fsu.fr\/pdl\/?p=4186"},"modified":"2022-01-19T14:18:17","modified_gmt":"2022-01-19T13:18:17","slug":"cfa-cfa-faisons-de-nos-conditions-de-travail-un-sujet-majeur","status":"publish","type":"post","link":"https:\/\/regions-snetap-fsu.fr\/pdl\/2022\/01\/19\/cfa-cfa-faisons-de-nos-conditions-de-travail-un-sujet-majeur\/","title":{"rendered":"CFA-CFPPA : Faisons de nos conditions de travail un sujet majeur !"},"content":{"rendered":"<p align=\"justify\"><span style=\"font-size: 18pt;\"><strong><span style=\"font-family: arial, helvetica, sans-serif;\">Compte rendu de la commission r\u00e9gionale de suivi du protocole CFA-CFPPA<\/span><\/strong><\/span><\/p>\n<p align=\"justify\"><span style=\"font-size: 12pt; font-family: arial, helvetica, sans-serif;\">Le jeudi 13 janvier dernier,\u00a0la commission r\u00e9gionale de suivi du protocole de gestion des agents contractuels sur budget dans les centres s&rsquo;est r\u00e9unie \u00e0 la demande des repr\u00e9sentants SUD RURAL-CGT AGRI et SNETAP-FSU.\u00a0<\/span><\/p>\n<div id=\"magicdomid5\" dir=\"ltr\">\n<p align=\"justify\"><span style=\"font-size: 12pt; font-family: arial, helvetica, sans-serif;\"><b>Bien peu d&rsquo;informations de la part de la DRAAF<\/b><\/span><\/p>\n<\/div>\n<div id=\"magicdomid7\" dir=\"ltr\">\n<p align=\"justify\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">Nous demandions la tenue de cette\u00a0commission depuis plus de 4 ann\u00e9es (!!!),\u00a0et le chef du SRFD a reconnu lui-m\u00eame que cette instance, qui s&rsquo;\u00e9tait r\u00e9unie lors des mandatures pr\u00e9c\u00e9dentes de mani\u00e8re intermittente, ne s&rsquo;est jamais tenue depuis les \u00e9lections professionnelles de 2017 alors qu&rsquo;elle devrait l&rsquo;\u00eatre au moins une fois par an&#8230;\u00a0\u00a0<\/span><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">Ceci dit,\u00a0les informations donn\u00e9es par le SRFD lors de cette r\u00e9union ont \u00e9t\u00e9 bien maigres.\u00a0<\/span><\/p>\n<\/div>\n<div id=\"magicdomid9\" dir=\"ltr\">\n<p align=\"justify\"><span style=\"font-size: 12pt; font-family: arial, helvetica, sans-serif;\">Ainsi, il y actuellement 556 agents contractuels sur budget dans les centres lig\u00e9riens (pour un \u00e9quivalent de 423 \u00e9quivalent temps plein-ETP), r\u00e9partis en 236 enseignants-formateurs, 131 surveillants et 62 coll\u00e8gues administratifs. Si le service r\u00e9gional n&rsquo;a pu mettre en place\u00a0une enqu\u00eate exhaustive, il en ressort que bien peu de protocoles ont \u00e9t\u00e9 revus depuis 2017 (m\u00eame si quelques uns l&rsquo;ont \u00e9t\u00e9 depuis 2020). Peu de ren\u00e9gociations ont eu lieu.<\/span><\/p>\n<\/div>\n<div id=\"magicdomid10\" dir=\"ltr\"><\/div>\n<div id=\"magicdomid11\" dir=\"ltr\">\n<p align=\"justify\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\"><b>Des sujets majeurs concernant la r\u00e9mun\u00e9ration et les conditions de travail<\/b><\/span><\/p>\n<\/div>\n<div id=\"magicdomid12\" dir=\"ltr\">\n<p align=\"justify\"><span style=\"font-size: 12pt; font-family: arial, helvetica, sans-serif;\">Mais cette r\u00e9union nous a permis de faire un \u00e9tat des lieux de certains dysfonctionnements dans les centres. Tout d&rsquo;abord, nous avons soulign\u00e9 la m\u00e9connaissance du protocole (tant national que local) dans de nombreux centres. Il est parfois impossible \u00e0 retrouver !! Il n&rsquo;est toujours pas syst\u00e9matiquement diffus\u00e9 aux agents lors de l&#8217;embauche. <\/span><span style=\"font-size: 12pt; font-family: arial, helvetica, sans-serif;\">Dans les \u00e9tablissements qui les ont vot\u00e9s en CA, les textes qui s&rsquo;appliquent sont : p<\/span><span style=\"font-size: 12pt; font-family: arial, helvetica, sans-serif;\">our la partie 1 la version 2021 retravaill\u00e9e et pour les parties 2 et 3 le texte de 1998. <\/span><span style=\"font-size: 12pt; font-family: arial, helvetica, sans-serif;\">Chaque \u00e9tablissement s&rsquo;\u00e9tant dot\u00e9 d&rsquo;un protocole local pr\u00e9cisant les conditions de travail et les questions de r\u00e9mun\u00e9ration.<\/span><\/p>\n<\/div>\n<div id=\"magicdomid16\" dir=\"ltr\">\n<p align=\"justify\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">Puis nous avons list\u00e9\u00a0un certain nombre de\u00a0probl\u00e8mes majeurs\u00a0qui montrent que ce protocole est loin de s&rsquo;appliquer partout\u00a0:\u00a0<\/span><\/p>\n<\/div>\n<div id=\"magicdomid19\" dir=\"ltr\">\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">Non respect de la dur\u00e9e hebdomadaire maximum de 26h de cours pour les enseignants formateurs<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/div>\n<div id=\"magicdomid20\" dir=\"ltr\">\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">Salaires inf\u00e9rieurs au SMIC (\u00ab\u00a0compens\u00e9s\u00a0\u00bb par l&rsquo;indemnit\u00e9 diff\u00e9rentielle)<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/div>\n<div id=\"magicdomid21\" dir=\"ltr\">\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">Entretiens annuels qui ne sont pas r\u00e9alis\u00e9s.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/div>\n<div id=\"magicdomid22\" dir=\"ltr\">\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">Non prise en compte des jours f\u00e9ri\u00e9s<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/div>\n<div id=\"magicdomid23\" dir=\"ltr\">\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">Non-respect des absences l\u00e9gales type arr\u00eats de travail<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/div>\n<div id=\"magicdomid24\" dir=\"ltr\">\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">Absence de Droit \u00e0 la formation (dont CPF)<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/div>\n<div id=\"magicdomid25\" dir=\"ltr\">\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">Pas d&rsquo;harmonisation et m\u00e9connaissance des prestations sociales<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/div>\n<div id=\"magicdomid26\" dir=\"ltr\">\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">Absence de discussion annuelle sur le protocole<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/div>\n<div id=\"magicdomid27\" dir=\"ltr\">\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">Non respect des droits syndicaux pour la participation aux instances et pour la prise en compte du temps consacr\u00e9 \u00e0 la repr\u00e9sentation des personnels dans les instances<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/div>\n<div id=\"magicdomid28\" dir=\"ltr\">\n<p align=\"justify\"><span style=\"font-size: 12pt; font-family: arial, helvetica, sans-serif;\"><b>Des engagements de l&rsquo;autorit\u00e9 acad\u00e9mique<\/b><\/span><\/p>\n<\/div>\n<div id=\"magicdomid30\" dir=\"ltr\">\n<p align=\"justify\"><span style=\"font-size: 12pt; font-family: arial, helvetica, sans-serif;\">Les repr\u00e9sentants de la DRAAF et des Directions d&rsquo;\u00e9tablissement ont convenu que d&rsquo;importants progr\u00e8s \u00e9taient \u00e0 r\u00e9aliser sur le sujet du respect et de la connaissance des textes r\u00e9glementaires. <\/span><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">Un groupe de travail se r\u00e9unira dans les prochaines semaines afin de produire un document de suivi (avec des indicateurs clairs) du respect des protocoles. C&rsquo;est bien le minimum&#8230; <\/span><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">L&rsquo;objectif est de proposer ce document dans tous les CA en juin de cette ann\u00e9e. <\/span><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">Vos repr\u00e9sentants vont approfondir une enqu\u00eate de terrain d\u00e9j\u00e0 r\u00e9alis\u00e9e pour cette commission\u00a0qui fait\u00a0<\/span><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">\u00a0<\/span><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">concr\u00e8tement appara\u00eetre les \u00e9l\u00e9ments de d\u00e9gradation des conditions de travail, ils viendront tr\u00e8s vite vers vous pour ce travail.\u00a0<\/span><\/p>\n<\/div>\n<div id=\"magicdomid35\" dir=\"ltr\">\n<p align=\"justify\"><span style=\"font-size: 12pt; font-family: arial, helvetica, sans-serif;\"><b>\u0152uvrons
