{"id":333,"date":"2017-03-17T23:07:24","date_gmt":"2017-03-17T22:07:24","guid":{"rendered":"http:\/\/snetap-fsu.fr\/comp\/pdl\/?p=333"},"modified":"2018-09-11T14:05:08","modified_gmt":"2018-09-11T12:05:08","slug":"compte-rendu-chsctrea-des-pays-de-la-loire-9-fevrier-2017-une-question-de-priorites","status":"publish","type":"post","link":"https:\/\/regions-snetap-fsu.fr\/pdl\/2017\/03\/17\/compte-rendu-chsctrea-des-pays-de-la-loire-9-fevrier-2017-une-question-de-priorites\/","title":{"rendered":"Compte rendu CHSCTREA des Pays de la Loire (9 f\u00e9vrier 2017) :   Une question de priorit\u00e9s&#8230;"},"content":{"rendered":"<p style=\"text-align: left\" align=\"center\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: x-large\"><b>Compte rendu CHSCTREA du Jeudi 9 f\u00e9vrier 2017<\/b><\/span><\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: large\"><b>Une question de priorit\u00e9s&#8230;<\/b><\/span><\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: medium\">Nous commencerons ce compte rendu par regretter l&rsquo;absence (une nouvelle fois) de Madame la Directrice R\u00e9gionale qui devait pr\u00e9sider la s\u00e9ance de ce CHSCTREA\u2026.priorit\u00e9&#8230;priorit\u00e9&#8230;<\/span><\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: large\"><b>O\u00f9 l&rsquo;on parle du dialogue social : <span style=\"color: #000000\">Dialogue social, o\u00f9 es tu\u00a0? <\/span><span style=\"color: #000000\">(d\u00e9claration liminaire)<\/span><\/b><\/span><\/span><\/p>\n<p align=\"justify\"><span style=\"color: #000000\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: medium\"><i>Le comit\u00e9 hygi\u00e8ne et s\u00e9curit\u00e9 et condition de travail r\u00e9gional de l&rsquo;enseignement agricole qui va d\u00e9buter ici est ou devrait \u00eatre un lieu privil\u00e9gi\u00e9 du dialogue social&#8230;nous allons, peut \u00eatre le constater dans quelques instants&#8230;ou plutot le retrouver dans quelques instants&#8230;car depuis le d\u00e9but de l&rsquo;ann\u00e9e 2017&#8230;nous l&rsquo;avons perdu dans notre r\u00e9gion ce \u00ab\u00a0FAMEUX\u00a0\u00bb dialogue social. <\/i><\/span><\/span><\/span><\/p>\n<ul>\n<li>\n<p align=\"justify\"><span style=\"color: #000000\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: medium\"><i>Nous l&rsquo;avons perdu le 5 janvier lors de la journ\u00e9e de gr\u00e8ve au LPA E.PISANI pour le maintien du poste d&rsquo;ESC <\/i><\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span style=\"color: #000000\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: medium\"><i>Nous l&rsquo;avons perdu le 25 janvier dernier avec la limitation du droit syndical \u00e0 Montreuil Bellay <\/i><\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span style=\"color: #000000\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: medium\"><i>Nous l&rsquo;avons perdu le 1<\/i><\/span><\/span><\/span><span style=\"color: #000000\"><sup><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: medium\"><i>er<\/i><\/span><\/span><\/sup><\/span><span style=\"color: #000000\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: medium\"><i> f\u00e9vrier dernier avec la d\u00e9cision de refuser l&rsquo;ouverture de 2 classes pr\u00e9vues \u00e0 la carte scolaire 2017-2018. Des ouvertures pr\u00e9vues, d\u00e9cid\u00e9es au CTREA, CREA, au CAEN, au CREFOP, \u00e0 la Commission permanente de la r\u00e9gion&#8230; <\/i><\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span style=\"color: #000000\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: medium\"><i>Nous l&rsquo;avons perdu aussi depuis de nombreuses semaines devant l&rsquo;absence de r\u00e9ponse concernant la situation au LP O.GUICHARD<\/i><\/span><\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<p align=\"right\"><span style=\"color: #000000\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: medium\"><i><b>Dialogue social&#8230;ES TU LA ?<\/b><\/i><\/span><\/span><\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: large\"><b>B<\/b><b>ilan des c<\/b><b>ommissions hygi\u00e8ne et s\u00e9curit\u00e9 (COHS)<\/b><b> des \u00e9tablissements\u00a0:\u00a0<\/b><b>toujours aussi difficile de faire un bilan r\u00e9gional\u2026<\/b><\/span><\/span><\/p>\n<ul>\n<li>\n<p align=\"justify\"><span style=\"font-family: Arial, sans-serif\">Faire un <u><b>bilan r\u00e9gional des comptes rendus<\/b><\/u> de COHS pour en tirer des pistes de travail sur des sujets communs aux \u00e9tablissements lig\u00e9riens s&rsquo;av\u00e8re toujours tr\u00e8s difficile en l&rsquo;absence de trame commune. Nous avons pourtant propos\u00e9 d&rsquo;y travailler depuis plusieurs&#8230;ann\u00e9es. <\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span style=\"font-family: Arial, sans-serif\">On notera n\u00e9anmoins que toutes les COHS d\u00e9noncent l&rsquo;absence de <u><b>m\u00e9decine de pr\u00e9vention.<\/b><\/u> En effet, toutes les conventions avec la MSA ont \u00e9t\u00e9 d\u00e9nonc\u00e9es et m\u00eame le conseil r\u00e9gional qui a ouvert deux postes pour ses agents n&rsquo;arrive pas \u00e0 trouver des m\u00e9decins. D\u00e9fendre la m\u00e9decine de pr\u00e9vention est pour le SNETAP-FSU, un combat prioritaire pour la sant\u00e9 des agents au travail (visite m\u00e9dicale obligatoire, situation des coll\u00e8gues en situation de handicap&#8230;). Nous pr\u00e9parons une action nationale sur le sujet car la m\u00e9decine de pr\u00e9vention est un droit qu&rsquo;il faut faire appliquer\u00a0!!<\/span><\/p>\n<\/li>\n<\/ul>\n<ul>\n<li>\n<p align=\"justify\"><span style=\"font-family: Arial, sans-serif\"><u><b>P<\/b><\/u><u><b>PMS, risque attentat&#8230;et plus rien\u2026 <\/b><\/u>Depuis les attentats, une attention particuli\u00e8re est port\u00e9e \u00e0 la s\u00e9curit\u00e9 dans les \u00e9tablissements. Pour \u00e9valuer un accident, c&rsquo;est le registre au plus pr\u00e8s quelque soit la tutelle qui pr\u00e9vaut. On d\u00e9nonce aussi le co\u00fbt suppl\u00e9mentaire pour les \u00e9tablissements pour la mise en pratique des PPMS (ex les sonneries diff\u00e9rentes selon le risque..) A Brette les pins , une sonnerie ppms a \u00e9t\u00e9 install\u00e9e au d\u00e9triment du budget de la maintenance\u00a0!!! Les DUERP sont vus dans chaque cohs. <\/span><\/p>\n<\/li>\n<\/ul>\n<ul>\n<li>\n<p align=\"justify\"><span style=\"font-family: Arial, sans-serif\"><u><b>Assistant(e)s de pr\u00e9vention&#8230;<\/b><\/u><u><b>des avanc\u00e9es\u00a0?<\/b><\/u> Le bilan des activit\u00e9s des agents de pr\u00e9vention est peu r\u00e9alis\u00e9 dans les COHS. Il est pourtant toujours important de rappeler le r\u00f4le majeur de ces agents qui n&rsquo;ont pourtant pas le temps d&rsquo;effectuer cette mission. Mais o\u00f9 prendre le temps? SI le Conseil r\u00e9gional a affect\u00e9 4 heures de d\u00e9charges \u00e0 ses agents&#8230;toujours rien de pr\u00e9cis cot\u00e9 Minist\u00e8re. Les Inspecteurs Sant\u00e9-S\u00e9curit\u00e9 rencontreront M.TRONCO de la DGER sur le sujet en mars. <\/span><\/p>\n<\/li>\n<\/ul>\n<ul>\n<li>\n<p align=\"justify\"><span style=\"font-family: Arial, sans-serif\"><u><b>Informer et cr\u00e9er une culture de la sant\u00e9-s\u00e9curit\u00e9 au travail <\/b><\/u><u><b>(SST)<\/b><\/u><u><b>\u00a0<\/b><\/u><u>:<\/u> pour plus de lisibilit\u00e9 et pour cr\u00e9er une culture de la SST partout sur le terrain qui nous manque actuellement, le CHSCTREA propose que <i><b>DANS CHAQUE ETABLISSEMENT<\/b><\/i> des panneaux d&rsquo;affichage sp\u00e9cifiques \u00e0 la Sant\u00e9 S\u00e9curit\u00e9 au Travail soient mis en place. Y figureraient les contacts des \u00e9lus du CHSCTREA, ceux des membres de la cellule de veille, de l&rsquo;assistante sociale, les comptes rendus des CHSCTREA, des COHS ou tout document utile.<\/span><\/p>\n<\/li>\n<\/ul>\n<p align=\"justify\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: large\"><b>Pr\u00e9vention des R<\/b><\/span><span style=\"font-size: large\"><b>isques Psycho-sociaux\u00a0: \u00e7a avance tr\u00e8s tr\u00e8s lentement<\/b><\/span><\/span><\/p>\n<ul>\n<li>\n<p align=\"justify\"><span style=\"font-family: Arial, sans-serif\"><u><b>Cellule de veille\u00a0<\/b><\/u><\/span><span style=\"font-family: Arial, sans-serif\">: elle fonctionne mais il faut la r\u00e9activer et travailler sur les outils. <\/span><span style=\"font-family: Arial, sans-serif\">Un nouvel appel \u00e0 candidature va \u00eatre r\u00e9alis\u00e9 (diffusion par les Directions). Un premier bilan a \u00e9t\u00e9 fait concernant l&rsquo;action de la cellule. Premier constat\u00a0: <\/span><span style=\"font-family: Arial, sans-serif\">Il n&rsquo;y a pas <\/span><span style=\"font-family: Arial, sans-serif\">eu <\/span><span style=\"font-family: Arial, sans-serif\">de d\u00e9placement des \u00e9coutants <\/span><span style=\"font-family: Arial, sans-serif\">et de nombreuses r\u00e9ponses ont \u00e9t\u00e9 faites par t\u00e9l\u00e9phone ou par mail. Les membres essaieront de se r\u00e9unir <\/span><span style=\"font-family: Arial, sans-serif\">une ou deux fois par an en d\u00e9finissant une date tr\u00e8s en amont. <\/span><span style=\"font-family: Arial, sans-serif\">Prochaine for<\/span><span style=\"font-family: Arial, sans-serif\">mation pr\u00e9vue le 27 avril.<\/span><\/p>\n<\/li>\n<\/ul>\n<ul>\n<li>\n<p align=\"justify\"><span style=\"color: #000000\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: medium\">Une note de service du 16 d\u00e9cembre 2016 annonce la <u><b>mise en place d&rsquo;une prestation de soutien psychologique<\/b><\/u> assur\u00e9e par l&rsquo;IAPR (l&rsquo;Institut d&rsquo;Accompagnement Psychologique et de Ressources) dans une situation structurelle et pas conjoncturelle. Cet accompagnement se fait par le biais de l&rsquo;assistante sociale. Il a \u00e9t\u00e9 rappel\u00e9 l&rsquo;\u00e9chec du partenariat avec l&rsquo;INAVEM (Institut National d&rsquo;Aide aux Victimes Et de M\u00e9diation) qui ne r\u00e9pond pas et n&rsquo;a jamais \u00e9t\u00e9 \u00e0 la hauteur des besoins d&rsquo;accompagnement que les \u00e9tablissements ont dans ces cas-l\u00e0. Les situations dramatiques qu&rsquo;ont connues les \u00e9tablissements dont Montreuil- Bellay doivent trouver des solutions gr\u00e2ce \u00e0 des r\u00e9seaux locaux&#8230;ll est d&rsquo;ailleurs essentiel qu&rsquo;un carnet d&rsquo;adresse soit fait en amont pour avoir des personnes ressources en cas de drame.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><u><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: medium\"><b>Gestion du diagnostic pr\u00e9vention RPS:<\/b><\/span><\/span><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: medium\"><b>les <\/b><\/span><\/span><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: medium\"><b>\u00e9tablissements<\/b><\/span><\/span><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: medium\"><b> sont \u00e0 la peine <\/b><\/span><\/span><\/u><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial, sans-serif\">Seuls <\/span><span style=\"font-family: Arial, sans-serif\">4 \u00e9tablissements <\/span><span style=\"font-family: Arial, sans-serif\">en r\u00e9gion<\/span><span style=\"font-family: Arial, sans-serif\"> ont <\/span><span style=\"font-family: Arial, sans-serif\">pr\u00e9sent\u00e9 aux agents le diagnostic r\u00e9alis\u00e9 et le plan d&rsquo;action pour lutter contre les RPS <\/span><span style=\"font-family: Arial, sans-serif\">!!!! <\/span><span style=\"font-family: Arial, sans-serif\">Pourtant selon<\/span><span style=\"font-family: Arial, sans-serif\"> la <\/span><span style=\"font-family: Arial, sans-serif\">note de <\/span><span style=\"font-family: Arial, sans-serif\">service du <\/span><span style=\"font-family: Arial, sans-serif\">29\/04\/2014 , <\/span><span style=\"font-family: Arial, sans-serif\">celui-ci <\/span><span style=\"font-family: Arial, sans-serif\">doit \u00eatre totalement annonc\u00e9 \u00e0 l&rsquo;ensemble du personnel.Y a t il une r\u00e9elle volont\u00e9 d&rsquo;avancer sur le sujet ? <\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span style=\"font-family: Arial, sans-serif\"><u><b>C<\/b><\/u><\/span><span style=\"font-family: Arial, sans-serif\"><u><b>harte des temps, <\/b><\/u><\/span><span style=\"font-family: Arial, sans-serif\"><u><b>le CHSCTREA propose\u00a0!<\/b><\/u><\/span><b> <\/b><span style=\"font-family: Arial, sans-serif\">U<\/span><span style=\"font-family: Arial, sans-serif\">n groupe de travail a \u00e9t\u00e9 form\u00e9 pour r\u00e9diger <\/span><span style=\"font-family: Arial, sans-serif\">une<\/span><span style=\"font-family: Arial, sans-serif\"> charte <\/span><span style=\"font-family: Arial, sans-serif\">sur ce sujet<\/span><span style=\"font-family: Arial, sans-serif\"> (cf pi\u00e8ce jointe)\u00a0: <\/span><span style=\"font-family: Arial, sans-serif\">une <\/span><span style=\"font-family: Arial, sans-serif\">CHARTE DES TE<\/span><span style=\"color: #000000\"><span style=\"font-family: Arial, sans-serif\">MPS <\/span><\/span><span style=\"color: #000000\"><span style=\"font-family: Arial, sans-serif\">ou \u00ab\u00a0du bon usage de la communication\u00a0\u00bb. <\/span><\/span><span style=\"color: #000000\"><span style=\"font-family: Arial, sans-serif\">Le CHSCTREA propose que ce document soit \u00e9tudi\u00e9 et d\u00e9battu <\/span><\/span><span style=\"font-family: Arial, sans-serif\">dans <\/span><span style=\"font-family: Arial, sans-serif\">tous <\/span><span style=\"font-family: Arial, sans-serif\">les \u00e9tablissements. <\/span><span style=\"font-family: Arial, sans-serif\">Ce document pourrait \u00eatre int\u00e9gr\u00e9 <\/span><span style=\"font-family: Arial, sans-serif\">dans les projets d&rsquo;\u00e9tablissement. <\/span><span style=\"font-family: Arial, sans-serif\">Le SNETAP-FSU proposera aux \u00e9lus <\/span><span style=\"font-family: Arial, sans-serif\">des conseils d&rsquo;administration de <\/span><span style=\"font-family: Arial, sans-serif\">d\u00e9poser une d\u00e9lib\u00e9ration au prochain CA sur c<\/span><span style=\"font-family: Arial, sans-serif\">e sujet.<\/span><\/p>\n<\/li>\n<\/ul>\n<p align=\"justify\"><span style=\"font-family: Arial, sans-serif\"><b><span style=\"font-size: large\">P<\/span><span style=\"font-size: large\">our finir&#8230;<\/span><\/b><\/span><\/p>\n<ul>\n<li>\n<p align=\"justify\"><span style=\"font-family: Arial, sans-serif\">La formation pour les membres du chsctrea aura lieu les 9 et 23 mars Cette formation est \u00e9largie au membres de la cellule de veille.Elle aura lieu \u00e0 Nantes (12 -15 personnes) <\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span style=\"font-family: Arial, sans-serif\">Le CHSCTREA va produire un deuxi\u00e8me bulletin d&rsquo;information \u00e0 la fin du mois de mars .On demandera aux secr\u00e9taires de section de le diffuser pour plus de s\u00e9curit\u00e9. Les sujets seront nombreux\u00a0: pr\u00e9sentation de la salle de repos \u00e0 Saint Herblain, bilan des enqu\u00eates et projets de lutte contre les Risques Psycho-sociaux, charte des temps, cellule de veille, veille reglementaire et pr\u00e9sentation du r\u00f4le des assistantes sociales. <\/span><\/p>\n<\/li>\n<li><span style=\"font-family: Arial, sans-serif\">Suite \u00e0 nos demandes r\u00e9p\u00e9t\u00e9es et en lien avec des situations de terrain, un groupe de travail issu du CHSCTREA va se mettre en place au sujet des conditions de travail dans les services vie scolaire et sur le climat scolaire.
