Le Directeur Adjoint, M. le chef de SRFD, <\/span><\/p>\n<p align=\"center\"><span style=\"color: #000000;font-family: georgia, palatino, serif;font-size: 12pt\">Les repr\u00e9sentants des personnels au CTREA de Normandie se sont concert\u00e9s pour porter l&rsquo;analyse qui suit.<\/span><\/p>\n<p align=\"justify\"><span style=\"color: #000000;font-family: georgia, palatino, serif;font-size: 12pt\">L\u2019Enseignement agricole est \u00e0 un tournant de son existence, avec des effectifs en baisse, malgr\u00e9 de bons taux de r\u00e9ussite et d&rsquo;insertion, et un savoir-faire ind\u00e9niable de la quatri\u00e8me au BTSA dans toutes les fili\u00e8res. Son meilleur atout pour continuer \u00e0 \u00eatre attractif est de s\u2019appuyer sur les sp\u00e9cificit\u00e9s qui ont permis sa r\u00e9ussite et de les d\u00e9velopper en pr\u00e9servant son unit\u00e9 au niveau national. Les d\u00e9cisions prises pour satisfaire aux injonctions de la Loi de Finance de 2019 vont impacter de mani\u00e8re forte le fonctionnement des \u00e9tablissements et les conditions de travail de tous les agents. <\/span><\/p>\n<p align=\"justify\"><span style=\"color: #000000;font-family: georgia, palatino, serif;font-size: 12pt\">Les solutions envisag\u00e9es par la DGER pour tenter de conjuguer une remont\u00e9e des effectifs et un sch\u00e9ma d\u2019emploi d\u00e9favorable s&rsquo;av\u00e8rent n\u00e9fastes, autant pour les agents que pour les apprenants. Le rel\u00e8vement des seuils de d\u00e9doublement, leur caract\u00e8re indicatif et l\u2019autonomie donn\u00e9e aux \u00e9tablissements pour les mettre en \u0153uvre renvoie au niveau local la responsabilit\u00e9 de la gestion de la p\u00e9nurie de moyens ent\u00e9rin\u00e9e au niveau central. Au niveau r\u00e9gional, le nouveau PREA ne saurait \u00eatre consid\u00e9r\u00e9 comme une feuille de route satisfaisante. En effet, celui-ci n\u2019\u00e9tant qu\u2019un catalogue de bonnes intentions d\u00e9connect\u00e9 du r\u00e9el.<\/span><\/p>\n<p align=\"justify\"><!--more--><\/p>\n<p align=\"justify\"><span style=\"color: #000000;font-family: georgia, palatino, serif;font-size: 12pt\">La baisse g\u00e9n\u00e9rale annonc\u00e9e de la DGH socle de 2,5% avec un fl\u00e9chage par \u00e9tablissement allant de 0% \u00e0 -4,2% et l&rsquo;augmentation de sa part optionnelle \u00e0 1,6% vont contraindre les chefs d&rsquo;\u00e9tablissements \u00e0 arbitrer entre d\u00e9doublements, options et enseignements facultatifs. Globalement l\u2019enveloppe r\u00e9gionale diminue de 1,93%, soit moins 5276h qui \u00e9quivalent \u00e0 8 postes (cela semble \u00e9norme par rapport aux 20 ETP \u00e0 rendre au niveau national). Vous avez demand\u00e9 aux chefs d\u2019\u00e9tablissement de faire des dossiers pour justifier l\u2019abondement de DGH dans la limite des 1,6% r\u00e9gionales.<\/span><\/p>\n<p align=\"justify\"><span style=\"color: #000000;font-family: georgia, palatino, serif;font-size: 12pt\">Ces mesures conduiront fatalement \u00e0 une forte d\u00e9gradation des conditions de travail, \u00e0 un accroissement des tensions dans les \u00e9quipes et entre les \u00e9tablissements cr\u00e9eront de fait une in\u00e9galit\u00e9 entre les agents et les apprenants selon leur lieu d&rsquo;affectation. Elles vont \u00e9galement nuire consid\u00e9rablement aux conditions d\u2019apprentissages et donc \u00e0 la r\u00e9ussite des apprenants tout en g\u00e9n\u00e9rant, l\u00e0 aussi, une rupture dans l\u2019\u00e9galit\u00e9 de traitement des \u00e9l\u00e8ves et \u00e9tudiants sur le territoire national. Ceci va \u00e0 l\u2019encontre des objectifs assign\u00e9s \u00e0 l&rsquo;Enseignement Agricole public et des sp\u00e9cificit\u00e9s qui font la force de son enseignement. Ils demandent l&rsquo;abandon du projet de modifications des seuils de d\u00e9doublements, le maintien de la DGH, du plafond d&#8217;emplois \u00e0 leurs niveaux pr\u00e9c\u00e9dents, et la conduite d&rsquo;une r\u00e9flexion globale pour cr\u00e9er des conditions r\u00e9ellement favorables \u00e0 une augmentation des effectifs dans les \u00e9tablissements d\u2019enseignement agricole public et le report d\u2019un an de la r\u00e9forme du STAV.<\/b><\/i><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>D\u00e9claration liminaire SNETAP-FSU, CGT AGRI, SEA UNSA, FO ENSEIGNEMENT AGRICOLE, SGEN CFDT pour le CTREA NORMANDIE du 6 juin 2019 \u00e0 l&rsquo;EPL du ROBILLARD.
