La Formation Sp\u00e9cialis\u00e9e en Sant\u00e9, S\u00e9curit\u00e9 et des conditions de travail (F3SCT), issue du CSA REA, s’est r\u00e9unie en pr\u00e9sentiel le 28 avril 2026.<\/p>

Les repr\u00e9sentant.es du SNETAP-FSU y si\u00e9geaient.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

1. Des CoHS en progression, mais encore trop limit\u00e9es dans leur port\u00e9e<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t
\n\t\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\t

La tenue des CoHS s\u2019am\u00e9liore dans les EPL, 21 r\u00e9unions sur les 22 pr\u00e9vues ont \u00e9t\u00e9 r\u00e9alis\u00e9es.<\/span><\/p>

Le d\u00e9ploiement du DUERP<\/span> <\/span>(Document Unique d\u2019\u00c9valuation des Risques Professionnels) est\u00a0<\/span>r\u00e9alis\u00e9 dans 76 % des \u00e9tablissements de la r\u00e9gion. Si cette progression est \u00e0 noter, le SNETAP-FSU rappelle que <\/span>cet outil doit \u00eatre un v\u00e9ritable levier de pr\u00e9vention<\/span><\/strong>, et non une simple formalit\u00e9 administrative.<\/span><\/span><\/p>

Des initiatives locales existent (travail p\u00e9dagogique autour du DUERP, prise en compte du risque canicule, <\/span>intervention de sp\u00e9cialistes ext\u00e9rieurs<\/span>), mais elles restent <\/span>trop isol\u00e9es<\/span><\/strong>.<\/span><\/span><\/p>

Le SNETAP-SFU alerte sur les points suivants :<\/span><\/strong><\/span><\/p>

  • Remont\u00e9es insuffisantes des arr\u00eats maladie, des accidents du travail et des situations \u00e0 risque,<\/span><\/p><\/li>

  • Commissions d\u2019enqu\u00eate trop rarement mises en place,<\/span><\/p><\/li>

  • Registres SST encore trop peu exploit\u00e9s,<\/span><\/p><\/li>

  • La m\u00e9thodologie utilis\u00e9e pour remonter les informations ne permet toujours pas \u00e0 la DRAAF d\u2019identifier les situations probl\u00e9matiques … mais s<\/strong><\/span>ans remont\u00e9e<\/span><\/strong>s<\/span><\/strong> fiable<\/span><\/strong>s<\/span><\/strong>, aucune politique de pr\u00e9vention efficace ne peut \u00eatre construite.<\/span><\/strong><\/span><\/p><\/li><\/ul>

    Des donn\u00e9es pr\u00e9occupantes qui doivent \u00eatre mieux exploit\u00e9es<\/span><\/span><\/strong><\/span><\/h2>

    Les indicateurs pr\u00e9sent\u00e9s (arr\u00eats maladie, situations graves) doivent conduire \u00e0 une analyse approfondie des conditions de travail.\u00a0<\/span>Or, le SNETAP-FSU constate :<\/span><\/span><\/p>

    • un manque d\u2019analyse qualitative<\/span><\/p><\/li>

    • une difficult\u00e9 \u00e0 identifier les causes des arr\u00eats et des situations de mal-\u00eatre<\/span><\/p><\/li><\/ul>

      Les donn\u00e9es existent : elles doivent d\u00e9sormais \u00eatre utilis\u00e9es pour agir.<\/span><\/strong><\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

      2. Cellule d\u2019\u00e9coute : un dispositif utile, mais r\u00e9v\u00e9lateur de dysfonctionnements<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t
      \n\t\t\t\t\t
      \n\t\t\t\t
      \n\t\t\t\t
      \n\t\t\t\t\t\t\t\t\t

      La cellule de veille et d\u2019\u00e9coute r\u00e9pond \u00e0 un besoin r\u00e9el. Elle met cependant en \u00e9vidence :<\/span><\/p>

      • un <\/span>manque de confiance des agents dans les dispositifs existants<\/span><\/strong><\/p><\/li>

      • un recours insuffisant au registre SST <\/span><\/p><\/li>

      • d\u2019importantes situations de souffrances au travail<\/span><\/p><\/li><\/ul>

        Am\u00e9liorer le traitement des signalements est une priorit\u00e9 pour r\u00e9tablir la confiance.<\/span><\/strong><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

        3. Formation des agent.es: des efforts engag\u00e9s, \u00e0 amplifier<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

        Les actions de formation en sant\u00e9 et s\u00e9curit\u00e9 (SST, gestes qui sauvent, habilitations\u2026) sont \u00e0 souligner, c<\/span>ependant, au regard des enjeux, elles restent <\/span>insuffisantes<\/span><\/strong>.\u00a0<\/span>Le SNETAP-FSU demande :<\/span><\/strong><\/p>

        • un <\/span>plan de formation renforc\u00e9 et accessible \u00e0 tous les agents<\/span><\/strong>,<\/span><\/p><\/li>

        • le d\u00e9veloppement de formations sp\u00e9cifiques (risques psychosociaux, pr\u00e9vention du suicide)<\/span><\/p><\/li>

        • la formation syst\u00e9matique des membres de CoHS et des encadrants<\/span><\/p><\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

          \n\t\t\t\t\t

          4. Stages des apprenant.es : des clarifications attendues<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

          La question des conventions de stage, notamment \u00e0 l\u2019\u00e9tranger, soul\u00e8ve encore des difficult\u00e9s. Sur ce point, le\u00a0<\/span>SNETAP-FSU exige :<\/span><\/strong><\/p>

          • une clarification rapide des responsabilit\u00e9s,<\/span><\/p><\/li>

          • une harmonisation des pratiques<\/span><\/p><\/li>

          • une s\u00e9curisation effective des \u00e9l\u00e8ves, des personnels et des ma\u00eetres de stage<\/span><\/p><\/li><\/ul>

            Le SNETAP-FSU rappelle que cette probl\u00e9matique concernant les apprenants ne rel\u00e8ve pas du p\u00e9rim\u00e8tre de comp\u00e9tences de la formation sp\u00e9cialis\u00e9e.<\/span><\/strong><\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

            5. Alertes et visites : un besoin n\u00e9cessaire et urgent de transparence et de suivi<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t
            \n\t\t\t\t\t

            Les visites d\u2019\u00e9tablissements mettent en \u00e9vidence :<\/span><\/p>

            • des <\/span>conditions mat\u00e9rielles d\u00e9grad\u00e9es<\/span><\/strong><\/p><\/li>

            • des <\/span>tensions dans les \u00e9quipes<\/span><\/strong><\/p><\/li>

            • des <\/span>difficult\u00e9s de gestion sur certains sites<\/span><\/strong><\/p><\/li><\/ul>

              Les repr\u00e9sentants des personnels pointent \u00e9galement :<\/span><\/p>

              • un <\/span>manque de retour sur les alertes<\/span><\/strong><\/p><\/li>

              • une <\/span>insuffisante visibilit\u00e9 sur le traitement des situations<\/span><\/strong><\/p><\/li>

              • le manque d\u2019empressement de l\u2019Administration pour \u00e9laborer le calendrier des visites de sites<\/span><\/strong><\/p><\/li><\/ul>

                Le suivi des alertes doit \u00eatre effectif, lisible et transparent.<\/span><\/strong><\/span><\/p>

                Le SNETAP-FSU sera attentif :<\/span><\/strong><\/p>

                • \u00e0 l\u2019actualisation des dispositifs<\/span><\/p><\/li>

                • aux moyens allou\u00e9s<\/span><\/p><\/li>

                • \u00e0 la formation des personnels les plus expos\u00e9s<\/span><\/p><\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t
