Toutes les organisations syndicales, repr\u00e9sentantes des personnels, \u00e9taient pr\u00e9sentes. Pour la DRAAF, M. DE GUENIN \u00e9tait accompagn\u00e9e de Mesdames REGONDAUD, AUBRUN, NARDOT-PEYRILLE (ISST) et de Messieurs HERBRETEAU (SRFD), JAMME, BETOULLE.<\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: large\"><b>I. <u>Approbation du PV du CHS<\/u><u>CTREA<\/u><u> du 12\/04\/<\/u><u>22<\/u><\/b><\/span><\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: medium\">Celui-ci a \u00e9t\u00e9 adopt\u00e9 \u00e0 l\u2019unanimit\u00e9.<\/span><\/span><\/p>\n<p><a href=\"https:\/\/regions-snetap-fsu.fr\/na\/wp-content\/uploads\/sites\/3\/2022\/10\/PVsigne_CHSCTREA_20220412.pdf\">Lien vers le PV du chsctrea pr\u00e9c\u00e9dent 12 avril 2022<\/a><\/p>\n<p><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: large\"><b>II. <u>Situation sanitaire au sein des \u00e9tablissements publics de N-A<\/u><\/b><\/span><\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif\">La DRAAF dispose de donn\u00e9es simplifi\u00e9es \u00e0 partir des saisies que r\u00e9alisent les \u00e9tablissements tous les 15 jours.<\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif\">Ce qu\u2019il faut retenir :<\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif\">&#8211; une forte augmentation des cas positifs chez les apprenti.es ;<\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif\">&#8211; une stabilit\u00e9 pour la formation initiale ;<\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif\">&#8211; une fluctuation chez les personnels.<\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif\">&#8211; sur le plan quantitatif, il y a un peu plus de cas mais pas de clusters ;<\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif\">&#8211; nous allons vers une banalisation de ce virus. <\/span><\/p>\n<p><span style=\"color: #129447\"><span style=\"font-family: Arial, sans-serif\"><i>Le SNETAP-FSU demande qu\u2019un rappel soit r\u00e9alis\u00e9 aupr\u00e8s des chef.fes d\u2019\u00e9tablissement concernant l\u2019attestation professionnelle permettant la d\u00e9livrance d\u2019autotests en officine pharmaceutique qui n\u2019est pas distribu\u00e9e dans tous les EPLEFPA de Nouvelle-Aquitaine.<\/i><\/span><\/span><\/p>\n<p><span style=\"color: #129447\"><span style=\"font-family: Arial, sans-serif\"><i>Apr\u00e8s plus de deux ann\u00e9es d\u2019\u00e9pid\u00e9mie, il demande aussi qu\u2019un point soit \u00e9galement fait concernant la politique de pr\u00e9vention et ses outils : quid des purificateurs d\u2019air ? Insuffisance des capteurs de CO2 install\u00e9s ?<\/i><\/span><\/span><\/p>\n<p><span style=\"color: #ed1c24\"><span style=\"font-family: Arial, sans-serif\"><i>La DRAAF r\u00e9pond que purifier l\u2019air ne lui para\u00eet pas plus important que pour les autres maladies. Il n\u2019est donc pas pr\u00e9vu d\u2019investir davantage dans les purificateurs d\u2019air. Quant aux capteurs de CO2, ils ont d\u00e9j\u00e0 \u00e9t\u00e9 remis \u00e0 beaucoup de communaut\u00e9s ; il n\u2019est pas n\u00e9cessaire d\u2019en d\u00e9ployer davantage.<\/i><\/span><\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: large\"><b>III. <u>G<\/u><u>roupe de travail<\/u><u> \u00ab Appui dialogue social \u00bb<\/u><\/b><\/span><\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif\">La DRAAF commence par rappeler les axes fix\u00e9s par ce GT :<\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif\">&#8211; d\u00e9finir les conditions favorables au dialogue social ;<\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif\">&#8211; donner des outils, des pr\u00e9conisations pour mieux rep\u00e9rer les signaux pouvant g\u00e9n\u00e9rer des situations de crises ou de blocage futurs ;<\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif\">&#8211; \u00e9tablir un plan de formation pour favoriser les mont\u00e9es en comp\u00e9tences (connaissance des textes &#8211; formation des membres des instances de dialogue social).<\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif\">Elle indique que trois r\u00e9unions ont \u00e9t\u00e9 organis\u00e9es : le 12 mai, le 29 juin et le 3 octobre avec la participation de Directions d\u2019 EPL, du SRFD, de la <span style=\"color: #000000\">D\u00e9l\u00e9gation R\u00e9gionale \u00e0 la Formation Continue des Personnel<\/span><span style=\"color: #000000\">s et des organisations syndicales. <\/span><\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif\"><span style=\"color: #000000\">L<\/span><span style=\"color: #000000\">es productions de ce GT ont \u00e9t\u00e9 les suivantes :<\/span><\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif\"><span style=\"color: #000000\">&#8211; une enqu\u00eate aupr\u00e8s des \u00e9quipes de direction pour l\u2019identification de signaux faibles du dialogue social <\/span><span style=\"color: #000000\">(cf. <\/span><span style=\"color: #000000\">a<\/span><span style=\"color: #000000\">nnexe 1) <\/span><span style=\"color: #000000\">;<\/span><\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif\"><span style=\"color: #000000\">&#8211; <\/span><span style=\"color: #000000\">un relev\u00e9 d<\/span><span style=\"color: #000000\">es sources de conflit dans le travail <\/span><span style=\"color: #000000\">par les repr\u00e9sentant.es des personnels <\/span><span style=\"color: #000000\">(cf. <\/span><span style=\"color: #000000\">a<\/span><span style=\"color: #000000\">nnexe 2) <\/span><span style=\"color: #000000\">;<\/span><\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif\"><span style=\"color: #000000\">&#8211; <\/span><span style=\"color: #000000\">la <\/span><span style=\"color: #000000\">mise \u00e0 plat de l\u2019accompagnement sur les textes aupr\u00e8s du r\u00e9seau des S<\/span><span style=\"color: #000000\">ecr\u00e9taires <\/span><span style=\"color: #000000\">G<\/span><span style=\"color: #000000\">\u00e9n\u00e9raux<\/span><span style=\"color: #000000\">\/ Equipe<\/span><span style=\"color: #000000\">s<\/span><span style=\"color: #000000\"> de direction et agent.<\/span><span style=\"color: #000000\">e<\/span><span style=\"color: #000000\">s R<\/span><span style=\"color: #000000\">essources <\/span><span style=\"color: #000000\">H<\/span><span style=\"color: #000000\">umaines <\/span><span style=\"color: #000000\">(appui juridique \u2013 conseil \u2013 contr\u00f4le de l\u00e9galit\u00e9) &#8211; <\/span><span style=\"color: #000000\">(cf. annexe 3) <\/span><span style=\"color: #000000\">;<\/span><\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif\"><span style=\"color: #000000\">&#8211; <\/span><span style=\"color: #000000\">l\u2019<\/span><span style=\"color: #000000\">identification des dispositifs de formation existants <\/span><span style=\"color: #000000\">(cf. annexe 4)<\/span><span style=\"color: #000000\">.<\/span><\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif\"><span style=\"color: #000000\">Dans le cadre de ce GT, la Cellule de veille du SNETAP-FSU a r\u00e9fl\u00e9chi<\/span><span style=\"color: #000000\"> \u00e0 l\u2019id\u00e9e de cr\u00e9er une cellule de crise <\/span><span style=\"color: #000000\">pour \u00e9viter le \u00ab pourrissement \u00bb d\u2019une situation mais elle para\u00eet difficile \u00e0 mettre en place sur le fond et sur le plan r\u00e9glementaire<\/span><span style=\"color: #000000\">. <\/span><\/span><\/p>\n<p><span style=\"color: #129447\"><span style=\"font-family: Arial, sans-serif\"><i>Le SNETAP-FSU rappelle que ce GT ne r\u00e9pond pas \u00e0 sa demande initiale d\u2019un lieu de dialogue pr\u00e9ventif. Il fait le constat de situations difficiles v\u00e9cues par de trop nombreuses \u00e9quipes de direction. Certaines semblant \u00e0 un point critique. <\/i><\/span><\/span><\/p>\n<p><span style=\"color: #129447\"><span style=\"font-family: Arial, sans-serif\"><i>Par ailleurs, la DGER a lanc\u00e9 un chantier de travail \u00ab Appui au dialogue social \u00bb et qu\u2019il faut peut-\u00eatre attendre les conclusions du national avant de d\u00e9cliner au niveau r\u00e9gional. <\/i><\/span><\/span><\/p>\n<p><span style=\"color: #ed1c24\"><span style=\"font-family: Arial, sans-serif\"><i>La DRAAF va transmettre le compte-rendu de ce GT \u00e0 la DGER et nous demande de l\u2019adresser \u00e0 nos instances au niveau national.<\/i><\/span><\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: large\"><b>IV. <u>Rapport de visite des locaux du LEGTA de Brive-Voutezac<\/u><\/b><\/span><\/span><\/p>\n<p><span style=\"font-family: Comic Sans MS, cursive\"><span style=\"font-family: Arial, sans-serif\">Le groupe \u00e9tait compos\u00e9 de <\/span><span style=\"font-family: Arial, sans-serif\">4 membres du CHSCTREA <\/span><span style=\"font-family: Arial, sans-serif\">(<\/span><span style=\"font-family: Arial, sans-serif\">2 repr\u00e9sentant.<\/span><span style=\"font-family: Arial, sans-serif\">e<\/span><span style=\"font-family: Arial, sans-serif\">s de l\u2019Administration, 2 repr\u00e9sentant.<\/span><span style=\"font-family: Arial, sans-serif\">e<\/span><span style=\"font-family: Arial, sans-serif\">s des personnels<\/span><span style=\"font-family: Arial, sans-serif\">)<\/span><span style=\"font-family: Arial, sans-serif\"> accompagn\u00e9s sur site par le directeur d\u2019EPL et son adjoint.<\/span><\/span><\/p>\n<p><span style=\"font-family: Comic Sans MS, cursive\"><span style=\"font-family: Arial, sans-serif\">La vi<\/span><span style=\"font-family: Arial, sans-serif\">site <\/span><span style=\"font-family: Arial, sans-serif\">s\u2019est <\/span><span style=\"font-family: Arial, sans-serif\">organis\u00e9e en 4 temps :<\/span><\/span><\/p>\n<p><span style=\"font-family: Comic Sans MS, cursive\"><span style=\"font-family: Arial, sans-serif\">&#8211; <\/span><span style=\"font-family: Arial, sans-serif\">l\u2019e<\/span><span style=\"font-family: Arial, sans-serif\">ntretien avec Messieurs le Directeur et le Proviseur ;<\/span><\/span><\/p>\n<p><span style=\"font-family: Comic Sans MS, cursive\"><span style=\"font-family: Arial, sans-serif\">&#8211; <\/span><span style=\"font-family: Arial, sans-serif\">la v<\/span><span style=\"font-family: Arial, sans-serif\">isite des locaux du LEGTA : salles de cours, salles informatique, laboratoires, salle des professeurs., CDI, internat, vie scolaire, self\u2026 ;<\/span><\/span><\/p>\n<p><span style=\"font-family: Comic Sans MS, cursive\"><span style=\"font-family: Arial, sans-serif\">&#8211; <\/span><span style=\"font-family: Arial, sans-serif\">les \u00e9<\/span><span style=\"font-family: Arial, sans-serif\">changes avec des personnels du lyc\u00e9e ;<\/span><\/span><\/p>\n<p><span style=\"font-family: Comic Sans MS, cursive\"><span style=\"font-family: Arial, sans-serif\">&#8211; <\/span><span style=\"font-family: Arial, sans-serif\">le b<\/span><span style=\"font-family: Arial, sans-serif\">ilan de la visit<\/span><span style=\"font-family: Arial, sans-serif\">e.<\/span><\/span><\/p>\n<p><span style=\"color: #129447\"><span style=\"font-family: Arial, sans-serif\"><i>Le SNETAP-FSU indique que cette visite a d\u00e9samorc\u00e9 un conflit larv\u00e9 et que, depuis, des am\u00e9liorations sont not\u00e9es puisqu\u2019il n\u2019y a plus eu de retour n\u00e9gatif des coll\u00e8gues.<\/i><\/span><\/span><\/p>\n<p><span style=\"color: #129447\"><span style=\"font-family: Arial, sans-serif\"><i>Il demande \u00e9galement l\u2019\u00e9tablissement d\u2019un calendrier de visites pour 2022-2023. <\/i><\/span><\/span><\/p>\n<p><span style=\"color: #ed1c24\"><span style=\"font-family: Arial, sans-serif\"><i>La DRAAF r\u00e9pond par la positive en pr\u00e9cisant que les 2 visites planifi\u00e9es devront \u00eatre valid\u00e9es lors de la mise en place du CSA U REA N-A :<\/i><\/span><\/span><\/p>\n<p><span style=\"color: #ed1c24\"><span style=\"font-family: Arial, sans-serif\"><i>&#8211; Elle indique que 5 \u00e9tablissements sont suivis en ce qui concerne les titulaires.
