La DRAAF-SRFD des Hauts-de-France (Direction R\u00e9gionale de l&rsquo;Alimentation, de l&rsquo;Agriculture et de la For\u00eat &#8211; Service R\u00e9gional de la Formation et du D\u00e9veloppement) a \u00e9t\u00e9 confront\u00e9e \u00e0 des accusations de manque de respect pour le dialogue social, particuli\u00e8rement concernant la gestion des courriers \u00e9lectroniques rest\u00e9s sans r\u00e9ponse.<\/span><\/p>\n<p style=\"text-align: justify\"><strong><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">L\u2019\u00c9lan Commun a r\u00e9affirm\u00e9 son engagement pour un fonctionnement efficace de l&rsquo;enseignement agricole public, en demandant un nombre suffisant de r\u00e9unions CSA-REA et l&rsquo;acc\u00e8s \u00e0 des documents complets et sinc\u00e8res permettant une analyse pertinente et des perspectives claires.<\/span><\/strong><\/p>\n<h3 style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Passage en force du R\u00e8glement Int\u00e9rieur (RI) :<\/span><\/h3>\n<p style=\"text-align: justify\"><span style=\"color: #129447;font-family: tahoma, arial, helvetica, sans-serif\">L&rsquo;intersyndicale, \u00c9lan commun et FO-EA, a critiqu\u00e9 le passage en force du r\u00e8glement int\u00e9rieur lors du CSA-REA de repli du 22 d\u00e9cembre 2023, sans la pr\u00e9sence de toutes les organisations syndicales. Malgr\u00e9 les \u00e9lections professionnelles de 2023, la DRAAF-SRFD n&rsquo;avait pas pr\u00e9vu d&rsquo;examiner les amendements soumis par \u00c9lan Commun en juin 2023. Bien que la DRAAF-SRFD ait finalement accept\u00e9 de les \u00e9tudier, le blocage persiste sur le nombre de r\u00e9unions annuelles. La DRAAF-SRFD refuse la proposition d&rsquo;au moins trois r\u00e9unions par an, arguant que cela contreviendrait aux lois et r\u00e8glements en vigueur. Le SNETAP-FSU a exprim\u00e9 son indignation face \u00e0 la lenteur des processus de r\u00e9gularisation, m\u00eame apr\u00e8s approbation de la DGER (Direction G\u00e9n\u00e9rale de l&rsquo;Enseignement et de la Recherche).<\/span><\/p>\n<h3><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Pr\u00e9paration de la rentr\u00e9e 2024-2025 :<\/span><\/h3>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">La pr\u00e9paration de la rentr\u00e9e 2024-2025 reste pr\u00e9occupante. Les ressources allou\u00e9es stagnent tandis que la pr\u00e9carit\u00e9 augmente, illustr\u00e9e par l&rsquo;ajout de 11 ETP (\u00e9quivalents temps plein) de contractuel\u00b7le\u00b7s. L&rsquo;\u00c9lan commun a vivement critiqu\u00e9 le paradoxe entre le discours minist\u00e9riel, qui pr\u00f4ne une augmentation de 30 % des effectifs \u00e9l\u00e8ves pour compenser les d\u00e9parts massifs \u00e0 la retraite dans le secteur agricole (50 %), et la r\u00e9duction simultan\u00e9e de 8,5 millions d\u2019euros du budget de l\u2019enseignement agricole.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">En conclusion, pour la carte des formations, aucune nouvelle ouverture n&rsquo;est pr\u00e9vue pour l&rsquo;enseignement agricole public. De plus, le BTSA TC du Paraclet est gel\u00e9, sans qu&rsquo;aucune alternative concr\u00e8te ne soit propos\u00e9e pour le moment.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Nos pr\u00e9occupations concernant l&rsquo;avenir et la viabilit\u00e9 de la dotation pour le BTSA ACSE de Cr\u00e9zancy et le BTSA UJAC d&rsquo;Aumont n&rsquo;ont re\u00e7u aucune r\u00e9ponse.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Il est important de noter une pr\u00e9vision alarmante : la d\u00e9mographie de nos jeunes devrait diminuer de 1 % par an jusqu&rsquo;en 2035, avec des pr\u00e9occupations particuli\u00e8rement marqu\u00e9es dans le Dunkerquois.<\/span><\/p>\n<h3 style=\"text-align: justify\"><strong><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Autres sujets abord\u00e9s :<\/span><\/strong><\/h3>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Le SNETAP-FSU a \u00e9galement mis en lumi\u00e8re plusieurs pr\u00e9occupations majeures :<\/span><\/p>\n<ul>\n<li style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">La concurrence d\u00e9loyale de l&rsquo;enseignement agricole priv\u00e9.<\/span><\/li>\n<li style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">La vigilance requise de l&rsquo;instance acad\u00e9mique pour assurer le respect de la l\u00e9galit\u00e9, du code rural et du code de l&rsquo;\u00e9ducation.<\/span><\/li>\n<li style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">La n\u00e9cessit\u00e9 urgente de r\u00e9viser la m\u00e9thode de calcul des dotations financi\u00e8res des \u00e9tablissements publics afin de mieux prendre en compte les co\u00fbts sp\u00e9cifiques des exploitations agricoles publiques.<\/span><\/li>\n<\/ul>\n<h3><strong><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Conclusion :<\/span><\/strong><\/h3>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">La r\u00e9union s&rsquo;est conclue sur une note plus apais\u00e9e qu&rsquo;\u00e0 son ouverture. Cependant, elle a \u00e9t\u00e9 marqu\u00e9e par un appel fort \u00e0 des dialogues sociaux de qualit\u00e9, \u00e0 des r\u00e9unions plus fr\u00e9quentes et \u00e0 une documentation exhaustive.
