Nous avons fait part de notre incompr\u00e9hension en estimant que c&rsquo;\u00e9tait plut\u00f4t \u00e0 l&rsquo;Institution de porter plainte dans le cadre de la protection fonctionnelle que de laisser l&rsquo;agent\u00b7e seul\u00b7e dans cette d\u00e9marche. Cons\u00e9quence, l&rsquo;agente est toujours en attente de v\u00e9ritables mesures de protection de la part de son employeur.<br \/>\n<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Pour les conclusions de l&rsquo;inspection, la DRAAF-SRFD nous a soulev\u00e9 que l&rsquo;inspection n&rsquo;est pas encore termin\u00e9e. Nous avons soulev\u00e9 notre \u00e9tonnement car \u00e0 notre niveau cette inspection est termin\u00e9 depuis longtemps. Nous avons d\u00e9nonc\u00e9 le manque de visibilit\u00e9 de leur actions pendant que le personnel soufre de ce climat d\u00e9l\u00e9t\u00e8re.<\/span><\/p>\n<p style=\"text-align: justify\"><strong><span style=\"font-family: tahoma, arial, helvetica, sans-serif\">Avis n\u00b02 Concernant les probl\u00e8mes de fonctionnement de l\u2019instance<\/span><\/strong><br \/>\n<span style=\"font-family: tahoma, arial, helvetica, sans-serif\">Le CHSCT REA formalise sous forme d\u2019un avis les probl\u00e8mes rencontr\u00e9s et trop souvent soulev\u00e9s sans <\/span><span style=\"font-family: tahoma, arial, helvetica, sans-serif\">qu\u2019aucune am\u00e9lioration notable ne soit apport\u00e9e par l\u2019autorit\u00e9 acad\u00e9mique.<\/span><br \/>\n<span style=\"font-family: tahoma, arial, helvetica, sans-serif\">De nombreux manquements qui subsistent, r\u00e9glementaires de surcro\u00eet, font que cette instance est n\u00e9glig\u00e9e <\/span><span style=\"font-family: tahoma, arial, helvetica, sans-serif\">dans les Hauts de France.<\/span><br \/>\n<span style=\"font-family: tahoma, arial, helvetica, sans-serif\">Nous d\u00e9plorons des d\u00e9lais jamais tenus pour transmettre les Proc\u00e8s-Verbaux de l\u2019instance. Des points <\/span><span style=\"font-family: tahoma, arial, helvetica, sans-serif\">propos\u00e9s \u00e0 l\u2019ordre du jour non int\u00e9gr\u00e9s. L\u2019absence de r\u00e9ponse de l\u2019administration aux avis propos\u00e9s et vot\u00e9s <\/span><span style=\"font-family: tahoma, arial, helvetica, sans-serif\">en instance. Des DGI signal\u00e9s par notre organisation syndicale qui ne font pas l\u2019objet du suivi au sein de <\/span><span style=\"font-family: tahoma, arial, helvetica, sans-serif\">l\u2019instance.<\/span><br \/>\n<span style=\"font-family: tahoma, arial, helvetica, sans-serif\">Le CHSCTREA rappelle que la r\u00e9union du 23 octobre 2021 a \u00e9t\u00e9 boycott\u00e9e suite \u00e0 ces revendications, cette <\/span><span style=\"font-family: tahoma, arial, helvetica, sans-serif\">instance n\u2019a pas \u00e9t\u00e9 reconvoqu\u00e9e comme cela aurait d\u00fb \u00eatre fait.<\/span><br \/>\n<span style=\"font-family: tahoma, arial, helvetica, sans-serif\">L\u2019ensemble de ces dysfonctionnements doit \u00eatre remont\u00e9 au CHSCT-M.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">La DRAAF-SRFD reste dans son d\u00e9ni allant m\u00eame \u00e0 faire abstraction du r\u00e8glement int\u00e9rieur.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Pour les points propos\u00e9s \u00e0 l\u2019ordre du jour non int\u00e9gr\u00e9s, il y avait entre autres le sujet que nous avons port\u00e9 sur l&rsquo;avis n\u00b0 1.<\/span><\/p>\n<p style=\"text-align: justify\"><strong><span style=\"font-family: tahoma, arial, helvetica, sans-serif\">Avis n\u00b0 3 sur la situation sanitaire<\/span><\/strong><br \/>\n<span style=\"font-family: tahoma, arial, helvetica, sans-serif\">Le CHSCT REA s\u2019\u00e9tonne que le niveau 2 du protocole sanitaire reste la r\u00e9f\u00e9rence alors que les indicateurs <\/span><span style=\"font-family: tahoma, arial, helvetica, sans-serif\">n\u2019ont jamais \u00e9t\u00e9 aussi \u00e9lev\u00e9s.<\/span><br \/>\n<span style=\"font-family: tahoma, arial, helvetica, sans-serif\">Le CHSCT REA constate une d\u00e9gradation continue et pr\u00e9occupante des conditions de travail des personnes <\/span><span style=\"font-family: tahoma, arial, helvetica, sans-serif\">dans le contexte actuel de la crise sanitaire. Malgr\u00e9 tous les efforts de tous les personnels et usagers, les <\/span><span style=\"font-family: tahoma, arial, helvetica, sans-serif\">consignes nationales \u00e0 maintenir co\u00fbte que co\u00fbte des classes ouvertes alors que celles-ci se vident <\/span><span style=\"font-family: tahoma, arial, helvetica, sans-serif\">progressivement de leurs \u00e9l\u00e8ves entra\u00eenent de grandes difficult\u00e9s pour maintenir la qualit\u00e9 de <\/span><span style=\"font-family: tahoma, arial, helvetica, sans-serif\">l&rsquo;enseignement.<\/span><br \/>\n<span style=\"font-family: tahoma, arial, helvetica, sans-serif\">La gestion au fil de l&rsquo;eau des cas positifs et cas contacts, sans pr\u00e9vention, met \u00e0 mal les progressions <\/span><span style=\"font-family: tahoma, arial, helvetica, sans-serif\">p\u00e9dagogiques, ce qui est pr\u00e9occupant dans la perspective, notamment, des examens. Cela a cr\u00e9\u00e9 un stress <\/span><span style=\"font-family: tahoma, arial, helvetica, sans-serif\">important chez les enseignant.es.<\/span><br \/>\n<span style=\"font-family: tahoma, arial, helvetica, sans-serif\">Le CHSCT REA demande \u00e0 ce propos un all\u00e8gement des programmes et un am\u00e9nagement des modalit\u00e9s<\/span><br \/>\n<span style=\"font-family: tahoma, arial, helvetica, sans-serif\">d&rsquo;examen afin de garantir une \u00e9galit\u00e9 de traitement entre les \u00e9l\u00e8ves.<\/span><br \/>\n<span style=\"font-family: tahoma, arial, helvetica, sans-serif\">Le CHSCT REA regrette qu&rsquo;une d\u00e9marche pr\u00e9ventive commune pour l&rsquo;ensemble des \u00e9tablissements des <\/span><span style=\"font-family: tahoma, arial, helvetica, sans-serif\">Hauts-de-France ne soit pas r\u00e9fl\u00e9chie.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif\">La DRAAF-SRFD estime faire de la pr\u00e9vention et a essayer de se lancer dans un faux d\u00e9bat, celui de reprocher aux chefs d&rsquo;\u00e9tablissement de faire n&rsquo;importe quoi.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Jamais le SNETAP-FSU ne s&rsquo;est permis d&rsquo;attaquer les \u00e9quipes de direction dans cette gestion sanitaire. Au contraire depuis le d\u00e9but de cette crise sanitaire, le SNETAP-FSU des Hauts-de-France a soulev\u00e9 la mauvaise gestion sanitaire, le d\u00e9sengagement du gouvernement et d\u00e9nonc\u00e9 la part de responsabilit\u00e9 excessif que le minist\u00e8re de l&rsquo;agriculture et de l&rsquo;alimentation impose aux chefs d&rsquo;\u00e9tablissement ceci dans un contexte de manquement d&rsquo;informations ou\/et de suggestion de protocole tardive.<\/span><\/p>\n<p style=\"text-align: justify\"><strong><span style=\"font-family: tahoma, arial, helvetica, sans-serif\">Avis n\u00b04 : Climat social sur l\u2019EPLEFPA de Douai-Le Quesnoy- Sains du Nord (sur l\u2019ensemble des centres <\/span><\/strong><strong><span style=\"font-family: tahoma, arial, helvetica, sans-serif\">constitutifs)<\/span><\/strong><br \/>\n<span style=\"font-family: tahoma, arial, helvetica, sans-serif\">Le CHSCT-REA demande \u00e0 ce que soit men\u00e9e une enqu\u00eate sur le climat social de l\u2019\u00e9tablissement (sites <\/span><span style=\"font-family: tahoma, arial, helvetica, sans-serif\">inclus).<\/span><br \/>\n<span style=\"font-family: tahoma, arial, helvetica, sans-serif\">Le CHSCT-REA r\u00e9affirme que les visites et enqu\u00eates dans les \u00e9tablissements font partie de ses missions <\/span><span style=\"font-family: tahoma, arial, helvetica, sans-serif\">conform\u00e9ment au d\u00e9cret 82-453, du 28 mai 1982.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Pour cet avis ci-dessus, le SNETAP-FSU a pu compter sur les analyses des repr\u00e9sentants SNETAP-FSU de Douai du CHSCT REA (Titulaire et suppl\u00e9ant) et d&rsquo;une de nos militantes de Douai nomm\u00e9e \u00e0 titre experte.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">La DRAAF-SRFD a demand\u00e9 au directeur de l&rsquo;EPL de Douai de leur pr\u00e9senter un diagnostic. Elle n&rsquo;exclus pas l&rsquo;option de l&rsquo;expertise du climat social et a souhait\u00e9 que nous attendions que l&rsquo;autorit\u00e9 acad\u00e9mique rencontre les personnels de ces \u00e9tablissements.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Le SNETAP-FSU a demand\u00e9 de pr\u00e9ciser les d\u00e9lais de ce diagnostic et auditions en incitant sur la tenue d&rsquo;un CHSCT REA extraordinaire sur ces sujets avant les vacances d&rsquo;avril. Ces points n&rsquo;ont pas \u00e9t\u00e9 r\u00e9pondu.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Suite \u00e0 notre questionnement, le DRAAF-SRFD nous a indiqu\u00e9 que dans un premier temps des \u00e9changes seront effectu\u00e9s avec les repr\u00e9sentants locaux du personnel puis dans un second temps avec les repr\u00e9sentants r\u00e9gionaux mais en rencontre informelle.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #ff0000\">Toujours la politique du pas de vague en cachant la souffrance du personnel afin d&rsquo;\u00e9viter de montrer aux yeux de la DGER que des probl\u00e8mes de climat social sont effectifs dans les \u00e9tablissements des Hauts-de-France !<br \/>\n<\/span><\/p>\n<h3 style=\"text-align: center\"><span style=\"color: #ff0000\">Les autres points du jour.<\/span><\/h3>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Ont aussi \u00e9t\u00e9 abord\u00e9 les modifications du r\u00e8glement int\u00e9rieur, un point de situation COVID, CoHS et registre sant\u00e9 et s\u00e9curit\u00e9 au travail.<\/span><\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>CHSCT REA f\u00e9vrier : Les r\u00e9ponses de la DRAAF-SRFD des Hauts-de-France sont d\u00e9cevantes face aux RPS !
