{"id":6019,"date":"2020-12-12T11:32:44","date_gmt":"2020-12-12T10:32:44","guid":{"rendered":"https:\/\/regions-snetap-fsu.fr\/hdf\/?p=6019"},"modified":"2020-12-12T14:24:34","modified_gmt":"2020-12-12T13:24:34","slug":"fusion-airion-ribecourt-motion-au-ca","status":"publish","type":"post","link":"https:\/\/regions-snetap-fsu.fr\/hdf\/2020\/12\/12\/fusion-airion-ribecourt-motion-au-ca\/","title":{"rendered":"Fusion Airion-Rib\u00e9court motion au CA"},"content":{"rendered":"<h2 style=\"text-align: center\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #ff0000\">Projet de fusion Airion-Beauvais &#8211; Rib\u00e9court \u00e0 marche forc\u00e9e avec m\u00e9pris du personnel<\/span><\/h2>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #0000ff\">Avec le soutien de la DRAAF-SRFD, les chefs d&rsquo;\u00e9tablissement d&rsquo;Airion-Beauvais et de Rib\u00e9court, pr\u00e9parent l&rsquo;aide d&rsquo;un cabinet conseil pour mener la fusion.<\/span><\/p>\n<p><span style=\"color: #0000ff;font-family: tahoma, arial, helvetica, sans-serif\">Pour le SNETAP-FSU Hauts-de-France, ceci est de nouveau une absence de dialogue social et un m\u00e9pris du personnel :<\/span><\/p>\n<ul>\n<li style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #0000ff\">La DRAAF-SFRD n&rsquo;a pas tenu sa parole de l&rsquo;ann\u00e9e derni\u00e8re en n\u00e9gligeant sa promesse de faire un bilan sinc\u00e8re, c&rsquo;est-\u00e0-dire de diagnostiquer les points forts et points faibles des \u00e9tablissements lors du projet d&rsquo;\u00e9tablissement. Ceci avec une certaine neutralit\u00e9, sans orientation, sans influencer le personnel vers la conclusion toute faite au pr\u00e9alable de la n\u00e9cessit\u00e9 d&rsquo;une fusion.<\/span><\/li>\n<li style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #0000ff\">Pire, le SRFD nous infantilise en d\u00e9clarant que les chefs d&rsquo;\u00e9tablissement prennent leur responsabilit\u00e9 de s&rsquo;engager dans la fusion car ils ont jug\u00e9 avec clairvoyance (bien-s\u00fbr) cette n\u00e9cessit\u00e9, vu le contexte qui a \u00e9volu\u00e9 depuis l&rsquo;an pass\u00e9. Mais il enfonce le clou en nous indiquant qu&rsquo;il ne faudrait pas que le personnel bloque de fa\u00e7on irresponsable (ceci est notre interpr\u00e9tation). <span style=\"color: #ff0000\">Bref les enfants soyez sages et \u00e9coutez les adultes responsables !<\/span><br \/>\n<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #0000ff\">Le SNETAP-FSU s&rsquo;interroge sur le fait qu&rsquo;un \u00e9tablissement public fasse appel \u00e0 une entreprise priv\u00e9e pour r\u00e9aliser un audit. Entreprise priv\u00e9e ayant forc\u00e9ment une philosophie de rentabilit\u00e9 assez pouss\u00e9e et contraire \u00e0 nos valeurs et \u00e0 nos notions de service public notamment pour la p\u00e9dagogie. De plus le co\u00fbt de 24 000 \u20ac ne leur semble pas \u00eatre cons\u00e9quent pour sous-traiter cet audit.<br \/>\n<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #0000ff\">Ceci serait-il une nouvelle externalisation du service public, de la fonction des chefs d&rsquo;\u00e9tablissement, du projet d&rsquo;\u00e9tablissement comme nous pouvons malheureusement le constater dans les h\u00f4pitaux publics pour la d\u00e9sinfection des chambres (qui ont vu le d\u00e9veloppement des maladies nosocomiales) ?<\/span><\/p>\n<p style=\"text-align: justify\"><em><span style=\"color: #000000;font-family: tahoma, arial, helvetica, sans-serif\">L&rsquo;externalisation d&rsquo;un service public consiste \u00e0 confier \u00e0 une entreprise priv\u00e9e tout ou partie d&rsquo;une activit\u00e9 qui, jusqu&rsquo;alors, \u00e9tait assur\u00e9e directement par l&rsquo;administration elle-m\u00eame. Cette externalisation s&rsquo;op\u00e8re par d\u00e9l\u00e9gation de tout ou partie d&rsquo;un service public au secteur priv\u00e9, soit par contrat de d\u00e9l\u00e9gation, soit par contrat de partenariat.<\/span><\/em><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #0000ff\">Le SNETAP-FSU partage l&rsquo;inqui\u00e9tude des personnels d&rsquo;Airion-Beauvais et de Rib\u00e9court. Le SNETAP-FSU peut avancer que toutes les fusions qui ont eu lieu il y a une dizaine d&rsquo;ann\u00e9es l&rsquo;ont \u00e9t\u00e9, avec avant tout, pour un souci d&rsquo;\u00e9conomie de moyens sous couvert de rationalisation et optimisation&#8230;.
