Cette instance a permis d\u2019aborder des <strong>enjeux majeurs<\/strong> pour l\u2019avenir de l\u2019enseignement agricole public : <strong>dialogue social, effectifs, strat\u00e9gie r\u00e9gionale, conditions de travail et \u00e9quit\u00e9 entre public et priv\u00e9<\/strong>.<\/span><\/p><p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Ce compte rendu retrace les <strong>d\u00e9clarations<\/strong>, les <strong>d\u00e9bats<\/strong> et les <strong>d\u00e9cisions<\/strong> pris lors de cette liminaire forte<\/strong>, alertant sur les <strong>dysfonctionnements persistants<\/strong> dans la gouvernance de l\u2019enseignement agricole public en Hauts-de-France.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-c698fed e-flex e-con-boxed e-con commun<\/span><\/strong><\/span><\/h2><h3 class=\"western\" style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>\ud83d\udccd Carte r\u00e9gionale des formations : une r\u00e9ponse peu convaincante<\/strong><\/span><\/h3><p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">La question de la <strong>strat\u00e9gie r\u00e9gionale<\/strong> et des <strong>perspectives relatives \u00e0 la carte des formations<\/strong> a \u00e9t\u00e9 inscrite \u00e0 l\u2019ordre du jour du CSA REA, notamment \u00e0 la suite d\u2019un <strong>compte rendu de CODIR de d\u00e9cembre 2025<\/strong>, qui \u00e9voquait une <strong>orientation visant \u00e0 fermer syst\u00e9matiquement les classes dont les effectifs seraient inf\u00e9rieurs \u00e0 20 \u00e9l\u00e8ves<\/strong>.<\/span><\/p><p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Lors de l\u2019instance, <strong>l\u2019administration a cat\u00e9goriquement ni\u00e9<\/strong> que de tels propos aient \u00e9t\u00e9 tenus, affirmant que personne n\u2019aurait port\u00e9 ce discours et que personne ne l\u2019aurait entendu. <strong>Cette position est difficilement croyable<\/strong> : les informations concern\u00e9es ont pourtant \u00e9t\u00e9 retranscrites dans le cadre formel d\u2019un CODIR.<\/span><\/p><p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">L\u2019administration a toutefois pr\u00e9cis\u00e9 que <strong>le seuil de vigilance reste fix\u00e9 \u00e0 10 \u00e9l\u00e8ves<\/strong>. En dessous de ce seuil, la DRAAF demande aux directeurs d\u2019\u00e9tablissements de produire une <strong>\u00e9tude sur la situation de la formation concern\u00e9e<\/strong>.<\/span><\/p><p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>Position de L\u2019\u00e9lan commun<\/strong> :<\/span><\/p><blockquote><p><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><em>\u00ab On ne peut pas, d\u2019un c\u00f4t\u00e9, d\u00e9fendre un enseignement agricole de proximit\u00e9, fond\u00e9 sur l\u2019accompagnement individualis\u00e9 et la qualit\u00e9 des parcours, et, de l\u2019autre, fragiliser des formations au seul regard de crit\u00e8res comptables, et qui plus est en se basant sur des chiffres d\u2019une ann\u00e9e sur l\u2019autre. Tout en <\/em><em>refusant<\/em><em> une vision triennale, <\/em><em>contrairement \u00e0 l\u2019<\/em><em>affirm<\/em><em>ation du<\/em><em> DGER devant un groupe de parlementaires. Derri\u00e8re chaque classe, il y a l&rsquo;avenir des jeunes, l&rsquo;insection dans les territoires ruraux et des \u00e9quipes engag\u00e9es. \u00bb<\/em><\/span><\/p><\/blockquote>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-664ddb6 e-flex e-con-boxed e-con e-parent\" data-id=\"664ddb6\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-d94f04f #129447\"><strong>\ud83d\udcc5 Un calendrier et une m\u00e9thode \u00e0 trois ans pour anticiper l\u2019\u00e9volution de la carte des formations<\/strong><\/span><\/h3><p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">L\u2019\u00e9lan commun <strong>prend acte<\/strong> de la mise en place, pour l\u2019ann\u00e9e 2026-2027, d\u2019un <strong>calendrier de validation des \u00e9volutions de la carte des formations<\/strong>, afin d\u2019\u00e9viter de faire valider \u00e0 l\u2019\u00e9chelle r\u00e9gionale des d\u00e9cisions qui n\u2019ont pas \u00e9t\u00e9 soumises aux repr\u00e9sentants des personnels de l\u2019\u00e9tablissement.<\/span><\/p><p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>Nouvelles r\u00e8gles<\/strong> :<\/span><\/p><ul style=\"text-align: justify\"><li><p><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Les projets devront d\u00e9sormais \u00eatre <strong>valid\u00e9s obligatoirement en amont<\/strong> par les conseils d\u2019administration des \u00e9tablissements.<\/span><\/p><\/li><li><p><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Les directions sont invit\u00e9es \u00e0 pr\u00e9senter des <strong>perspectives \u00e0 trois ans<\/strong>.<\/span><\/p><\/li><\/ul><p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>Analyse de L\u2019\u00e9lan commun<\/strong> :<\/span><br \/><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">\u2705 <strong>Salue cette d\u00e9marche<\/strong>, qui va dans le sens d\u2019une <strong>meilleure anticipation<\/strong>.<\/span><br \/><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">\u26a0\ufe0f <strong>Estime que le calendrier tr\u00e8s serr\u00e9 semble peu tenable<\/strong>.<\/span><br \/><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">\u26a0\ufe0f <strong>Constate que le calendrier fix\u00e9 n\u2019est d\u00e9j\u00e0 pas respect\u00e9 par certains directeurs<\/strong> : <em>la pr\u00e9paration de la carte des formations ne peut pas reposer sur des d\u00e9cisions tardives ou des proc\u00e9dures in\u00e9galement appliqu\u00e9es.<\/em><\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-64de780 e-flex e-con-boxed e-con e-parent\" data-id=\"64de780\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-bb0ce8a #129447\"><strong>\ud83d\udcb0 Des ambitions affich\u00e9es, mais une DGH qui ne suit pas<\/strong><\/span><\/h3><p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">L\u2019\u00e9lan commun <strong>regrette<\/strong> qu\u2019en d\u00e9pit :<\/span><\/p><ul style=\"text-align: justify\"><li><p><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">D\u2019<strong>effectifs en augmentation<\/strong> dans la r\u00e9gion,<\/span><\/p><\/li><li><p><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">D\u2019un <strong>nombre moyen d\u2019\u00e9l\u00e8ves par classe sup\u00e9rieur \u00e0 la moyenne nationale<\/strong>,<\/span><\/p><\/li><li><p><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">D\u2019une <strong>\u00e9volution d\u00e9mographique qui ne devrait pas impacter les \u00e9tablissements avant 2028<\/strong>,<\/span><\/p><\/li><li><p><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">D\u2019un <strong>objectif affich\u00e9 d\u2019augmentation de 30 % des effectifs<\/strong> pour r\u00e9pondre \u00e0 la LOSARGA,<\/span><\/p><\/li><\/ul><p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">&#8230; <strong>la DGH r\u00e9gionale pr\u00e9visionnelle ne soit pas valoris\u00e9e pour la rentr\u00e9e prochaine<\/strong>.<\/span><\/p><blockquote><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><em>\u00ab Cette contradiction n\u2019est pas acceptable. On ne peut pas fixer des objectifs ambitieux de d\u00e9veloppement de l\u2019enseignement agricole public sans donner aux \u00e9tablissements les moyens de les atteindre. Les ambitions affich\u00e9es doivent \u00eatre accompagn\u00e9es de moyens humains et budg\u00e9taires \u00e0 la hauteur, conform\u00e9ment \u00e0 la promesse de la ministre lors de la pr\u00e9sentation de la loi agricole. \u00bb<\/em><\/span><\/blockquote>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-d8e52d2 e-flex e-con-boxed e-con e-parent\" data-id=\"d8e52d2\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-85dbeb5 elementor-widget elementor-widget-text-editor\" data-id=\"85dbeb5\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h3 class=\"western\" style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>\ud83d\udcdc Un v\u00e9ritable Plan R\u00e9gional de l\u2019Enseignement Agricole public : une exigence, pas une option<\/strong><\/span><\/h3><p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Apr\u00e8s une <strong>interruption de s\u00e9ance<\/strong>, en <strong>intersyndicale large (L\u2019\u00e9lan commun, FO et UNSA)<\/strong>, nous n\u2019avons pas souhait\u00e9 aborder le point inscrit \u00e0 l\u2019ordre du jour sur le <strong>Projet R\u00e9gional de l\u2019Enseignement Agricole (PREA)<\/strong>, consid\u00e9rant que <strong>les conditions n\u2019\u00e9taient pas r\u00e9unies pour un \u00e9change s\u00e9rieux et constructif<\/strong>.<\/span><\/p><p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>Probl\u00e9matiques soulev\u00e9es<\/strong> :<\/span><\/p><ul style=\"text-align: justify\"><li><p><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Les <strong>consultations pour le PREA ont \u00e9t\u00e9 r\u00e9alis\u00e9es sans tenir compte de nos revendications et <\/strong><strong>la pr\u00e9sence des <\/strong><strong>organisations syndicales<\/strong>.<\/span><\/p><\/li><li><p><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Le <strong>SRFD refuse d\u2019aborder la sp\u00e9cificit\u00e9 de l\u2019enseignement agricole public (EAP)<\/strong> avant de traiter avec toutes les composantes de l\u2019enseignement agricole de la r\u00e9gion.<\/span><\/p><\/li><li><p><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Le SRFD <strong>limite cette sp\u00e9cificit\u00e9 aux seules exploitations agricoles de l\u2019EAP<\/strong>.<\/span><\/p><\/li><\/ul><p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>Exigences de L\u2019\u00e9lan commun<\/strong> :<\/span><br \/><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">\u2705 <strong>Un v\u00e9ritable PREA public<\/strong>, construit avec les <strong>repr\u00e9sentants des personnels<\/strong>.<\/span><br \/><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">\u2705 <strong>Centr\u00e9 sur les enjeux de formation, de r\u00e9ussite des \u00e9l\u00e8ves, de conditions de travail, d\u2019attractivit\u00e9 des \u00e9tablissements<\/strong>.<\/span><br \/><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">\u2705 <strong>R\u00e9\u00e9quilibrage entre enseignement public et priv\u00e9<\/strong>.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-1959734 e-flex e-con-boxed e-con e-parent\" data-id=\"1959734\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-0c9fae1 elementor-widget elementor-widget-text-editor\" data-id=\"0c9fae1\" data-element_type=\"widget\" style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>\ud83d\udc68\u200d\u2696\ufe0f \u2696\ufe0f \ud83d\udc69\u200d\u2696\ufe0f Contr\u00f4le de l\u2019\u00e9galit\u00e9, une promesse non tenue<\/strong><\/span><\/h3><p style=\"text-align: justify\"><span style=\"color: #129447\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif\">Le SRFD <strong>ne semble pas avoir effectu\u00e9 un contr\u00f4le de l\u2019\u00e9galit\u00e9<\/strong> pour la question du <strong>refus de vote (non comptabilis\u00e9)<\/strong> que nous avons d\u00e9cid\u00e9 lors du dernier CREA. <\/span><strong><span style=\"font-family: tahoma, arial, helvetica, sans-serif\">Encore u<\/span>ne fois, le SRFD ne tient pas ses promesses et mise sur nos oublis pour les instances suivantes.<\/strong><\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-44c3db2 e-flex e-con-boxed e-con e-parent\" data-id=\"44c3db2\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-dc9c72b
