Dans les Hauts-de-France, cette d\u00e9cision politique s\u2019ajoute \u00e0 une pr\u00e9carit\u00e9 structurelle et \u00e0 des dysfonctionnements institutionnels qui fragilisent l\u2019accompagnement des \u00e9l\u00e8ves en situation de handicap. Pourtant, les \u00e9quipes \u00e9ducatives ont un r\u00f4le central \u00e0 jouer pour d\u00e9fendre les droits des AESH et garantir une inclusion scolaire effective.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: center\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>1. Un rejet politique aux cons\u00e9quences lourdes<\/strong><\/span><\/h3>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Le 7 janvier 2026, le S\u00e9nat a rejet\u00e9 une proposition de loi soutenue par la FSU et les parents d\u2019\u00e9l\u00e8ves, qui aurait permis de cr\u00e9er un corps de fonctionnaires pour les AESH. Ce rejet, port\u00e9 par la majorit\u00e9 s\u00e9natoriale et le gouvernement, r\u00e9v\u00e8le un manque de volont\u00e9 politique pour renforcer l\u2019\u00e9cole inclusive. R\u00e9sultat : <strong>148 000 AESH en France, dont beaucoup dans les Hauts-de-France, restent pr\u00e9caires<\/strong>, avec des salaires moyens de 850 \u20ac, des temps partiels impos\u00e9s et une absence de perspective de carri\u00e8re.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>Pourquoi c\u2019est grave ?<\/strong><\/span><\/p>\n<ul>\n<li style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Des conditions de travail qui d\u00e9couragent les AESH et fragilisent l\u2019accompagnement des \u00e9l\u00e8ves.<\/span><\/li>\n<li style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Des arguments gouvernementaux (contraintes budg\u00e9taires, rigidit\u00e9 administrative) contest\u00e9s par la FSU, qui y voit un choix politique.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: center\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>2. Dans les Hauts-de-France : une maltraitance institutionnelle<\/strong><\/span><\/h3>\n<h4 style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>a) R\u00e9duction des heures et licenciements abusifs<\/strong><\/span><\/h4>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Lors du CSA REA du 3 novembre 2025, une r\u00e9duction des heures d\u2019accompagnement a \u00e9t\u00e9 annonc\u00e9e, entra\u00eenant la suppression de 9 postes, dont 4 par licenciements. Pourtant, la <strong>note de service DGER\/SDEDC\/2024-525<\/strong> du 18\/09\/2024, qui encadre ces pratiques, n\u2019est pas respect\u00e9e :<\/span><\/p>\n<ul style=\"text-align: justify\">\n<li><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>Quotas horaires arbitraires<\/strong> (6h, 9h, 12h) impos\u00e9s, en contradiction avec la note qui pr\u00e9voit une \u00e9valuation des besoins par l\u2019\u00e9quipe \u00e9ducative.<\/span><\/li>\n<li><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>Retards dans l\u2019application des temps de service<\/strong>, avec des r\u00e9ductions brutales d\u2019heures et des risques de licenciements.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>Exemple embl\u00e9matique<\/strong> : Les licenciements de 3 AESH \u00e0 Lomme en janvier 2026, malgr\u00e9 l\u2019opposition de la CCPR et l\u2019absence de respect de la note de service.<\/span><\/p>\n<h4 style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>b) Des pratiques discriminatoires<\/strong><\/span><\/h4>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Certaines directions profitent de la pr\u00e9carit\u00e9 des AESH pour leur imposer des missions non justifi\u00e9es :<\/span><\/p>\n<ul>\n<li style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Rattraper des heures perdues pour les AESH \u00e9lus au conseil d\u2019administration.<\/span><\/li>\n<li style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Participer \u00e0 des journ\u00e9es portes ouvertes ou \u00e0 des t\u00e2ches hors de leurs attributions.<\/span><\/li>\n<li style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Non respect de la note de service.<\/span><\/li>\n<li style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Obliger les AESH \u00e0 laisser leur \u00e9l\u00e8ve accompagn\u00e9 pour remplir la mission d&rsquo;assistant-lecteur scripteur pour les CCF. <\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: center\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>3. Le r\u00f4le cl\u00e9 des \u00e9quipes \u00e9ducatives<\/strong><\/span><\/h3>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">D\u2019apr\u00e8s la <strong>note de service DGER\/SDEDC\/2024-525<\/strong>, c\u2019est \u00e0 l\u2019\u00e9quipe \u00e9ducative de d\u00e9terminer les besoins en accompagnement, en concertation avec les familles. <strong>Concr\u00e8tement, cela signifie :<\/strong><\/span><\/p>\n<ul style=\"text-align: justify\">\n<li><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">\u00c9valuer les besoins r\u00e9els des \u00e9l\u00e8ves (via le GEVASco).<\/span><\/li>\n<li><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">D\u00e9terminer les heures d\u2019accompagnement n\u00e9cessaires.<\/span><\/li>\n<li><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Veiller \u00e0 ce qu\u2019un AESH ne suive pas plus de 3 \u00e9l\u00e8ves en mutualis\u00e9.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>Qui compose l\u2019\u00e9quipe \u00e9ducative ?<\/strong><\/span><\/p>\n<ul style=\"text-align: justify\">\n<li><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Direction, enseignant\u00b7es, AESH, CPE, personnels m\u00e9dico-sociaux et de sant\u00e9 (m\u00e9decin, infirmi\u00e8re, psychologue, assistante sociale, scolaire), r\u00e9\u00e9ducateurs (Orthophoniste, Psychomotricien, Ergoth\u00e9rapeute, etc), \u00e9ducateurs\u00b7trices sp\u00e9cialis\u00e9\u00b7es, etc.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>Que faire si les r\u00e8gles ne sont pas respect\u00e9es ?<\/strong><\/span><\/p>\n<ul>\n<li style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>Saisir votre repr\u00e9sentant\u00b7e SNETAP-FSU<\/strong> pour alerter et agir.<\/span><\/li>\n<li style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>Exiger le respect de la note de service<\/strong> et des droits des AESH.<\/span><\/li>\n<li style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>Saisir le registre Sant\u00e9 S\u00e9curit\u00e9 au Travail<\/strong> si les r\u00e8gles ne sont pas respect\u00e9es.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: center\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>4. Les revendications du SNETAP-FSU<\/strong><\/span><\/h3>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Pour une \u00e9cole inclusive et des AESH reconnus :<\/span><\/p>\n<ul>\n<li style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>Un statut de fonctionnaire de cat\u00e9gorie B<\/strong>.<\/span><\/li>\n<li style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>Une r\u00e9mun\u00e9ration \u00e0 temps plein (24h d\u2019accompagnement)<\/strong>.<\/span><\/li>\n<li style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>Une formation initiale et continue qualifiante<\/strong>.<\/span><\/li>\n<li style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>La reconnaissance pleine de leurs missions<\/strong>.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: center\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>Conclusion : Agir ensemble pour l\u2019inclusion<\/strong><\/span><\/h3>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Les AESH des Hauts-de-France subissent une <strong>double peine<\/strong> : pr\u00e9carit\u00e9 et m\u00e9pris institutionnel.
