Pour la premi\u00e8re fois depuis longtemps, le dialogue semblait apais\u00e9, le DRAAF \u00e0 l\u2019\u00e9coute. Mais cette accalmie n\u2019aura \u00e9t\u00e9 qu\u2019un <strong>mirage<\/strong> : derri\u00e8re les apparences d\u2019un retour au respect syndical, la DRAAF-SRFD a rapidement repris ses habitudes de <strong>d\u00e9ni, de d\u00e9r\u00e9glementation et d\u2019infantilisation<\/strong> face \u00e0 des arguments pourtant factuels et r\u00e9glementaires.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Ce billet revient sur les <strong>promesses non tenues<\/strong>, les <strong>provocations institutionnelles<\/strong> et les <strong>reculs d\u00e9mocratiques<\/strong> qui ont marqu\u00e9 ces derni\u00e8res semaines, et rappelle la d\u00e9termination du SNETAP-FSU \u00e0 faire respecter les droits du personnel de l\u2019Enseignement Agricole Public (EAP).<\/span><\/p>\n<h3 style=\"text-align: center\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>1. Une audience informelle : l\u2019illusion du dialogue<\/strong><\/span><\/h3>\n<p style=\"text-align: justify\"><span style=\"color: #129447;font-family: tahoma, arial, helvetica, sans-serif\"><strong>Contexte<\/strong> : Suite aux tensions des <strong>CSA du 3 novembre<\/strong> et <strong>CREA du 24 novembre<\/strong> \u2014 notamment sur la <strong>carte des formations<\/strong>, o\u00f9 certains conseils d\u2019administration n\u2019avaient pas statu\u00e9 conform\u00e9ment aux r\u00e8gles du dialogue social \u2014 une audience informelle a \u00e9t\u00e9 accord\u00e9e le <strong>18 d\u00e9cembre<\/strong>.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"color: #129447;font-family: tahoma, arial, helvetica, sans-serif\"><strong>Points positifs (\u00e9ph\u00e9m\u00e8res) :<\/strong><\/span><\/p>\n<ul style=\"text-align: justify\">\n<li><span style=\"color: #129447;font-family: tahoma, arial, helvetica, sans-serif\"><strong>Reconnaissance partielle<\/strong> : Le DRAAF a admis que la proc\u00e9dure d\u2019\u00e9laboration de la carte des formations 2026 avait \u00e9t\u00e9 <strong>brutale<\/strong> et malmen\u00e9e.<\/span><\/li>\n<li><span style=\"color: #129447;font-family: tahoma, arial, helvetica, sans-serif\"><strong>\u00c9changes constructifs<\/strong> : L\u2019\u00c9lan Commun a propos\u00e9 une <strong>strat\u00e9gie triennale<\/strong> pour la carte des formations, inspir\u00e9e de la DGER, afin d\u2019\u00e9viter d\u2019aggraver les conditions de travail d\u00e9j\u00e0 pr\u00e9caires du personnel. Le DRAAF a feint l\u2019ouverture\u2026 avant de se retrancher derri\u00e8re l\u2019<strong>annualit\u00e9 budg\u00e9taire<\/strong>.<\/span><\/li>\n<li><span style=\"color: #129447;font-family: tahoma, arial, helvetica, sans-serif\"><strong>D\u00e9bats de fond<\/strong> : Nos arguments contre les <strong>classes de 4\u00e8me\/3\u00e8me<\/strong> (et la th\u00e9orie du \u00ab vivier \u00bb), pour la <strong>conservation des formations dans l\u2019EAP<\/strong> et le <strong>maintien des BTSA<\/strong> ont \u00e9t\u00e9 expos\u00e9s. En r\u00e9ponse, la DRAAF s\u2019est born\u00e9e \u00e0 invoquer la <strong>LOSARGA<\/strong>, sans jamais fournir les <strong>documents chiffr\u00e9s<\/strong> r\u00e9clam\u00e9s depuis des mois.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify\"><span style=\"color: #129447;font-family: tahoma, arial, helvetica, sans-serif\"><strong>Premier signe de rupture<\/strong> : D\u00e8s la fin de l\u2019audience, le <strong>SRFD<\/strong> a rappel\u00e9 que la <strong>feuille de route du DRAAF primerait<\/strong>, avec un pilotage par les moyens \u2014 <strong>plus d\u2019\u00e9l\u00e8ves, moins de formations<\/strong> \u2014 et un m\u00e9pris affich\u00e9 pour les avis des repr\u00e9sentant\u00b7es du personnel.<\/span><\/p>\n<h3 style=\"text-align: center\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>2. Le retour des vieilles pratiques : m\u00e9pris et provocations<\/strong><\/span><\/h3>\n<h4 style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>a) La CCP r\u00e9gionale et le licenciement des AESH de Lomme<\/strong><\/span><\/h4>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Malgr\u00e9 des <strong>arguments solides<\/strong> et des <strong>preuves du non-respect des notes de service<\/strong> (notamment sur l\u2019\u00e9valuation des besoins r\u00e9els d\u2019accompagnement des \u00e9l\u00e8ves) par les repr\u00e9sentant.es \u00c9lan commun, la DRAAF-SRFD a <strong>maintenu sa d\u00e9cision de licencier trois AESH<\/strong> via le directeur de l\u2019EPL de Lomme. Pire : elle a <strong>ignor\u00e9 le vote n\u00e9gatif de la CCPR<\/strong>, confirmant son <strong>m\u00e9pris pour les instances repr\u00e9sentatives<\/strong>.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">\u2192 <em>Un article sp\u00e9cifique sur la situation des AESH en Hauts-de-France sera publi\u00e9 prochainement.<\/em><\/span><\/p>\n<h4 style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>b) L\u2019absence de transparence sur la carte des formations<\/strong><\/span><\/h4>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Apr\u00e8s l\u2019audience du 18 d\u00e9cembre, le SNETAP-FSU a <strong>insist\u00e9 \u00e0 plusieurs reprises<\/strong> pour obtenir les <strong>avis d\u00e9finitifs du DRAAF<\/strong> sur la carte des formations, comme promis. R\u00e9sultat ? Un simple <strong>tableau des votes du CREA<\/strong>, d\u00e9j\u00e0 connu\u2026 et <strong>aucun document officiel<\/strong> transmis \u00e0 la R\u00e9gion pour le CORE. Une <strong>provocation<\/strong> claire envers les repr\u00e9sentant\u00b7es du personnel.<\/span><\/p>\n<h4><span style=\"color: #129447;font-family: tahoma, arial, helvetica, sans-serif\"><strong>c) Le Danger Grave et Imminent (DGI) ignor\u00e9<\/strong><\/span><\/h4>\n<p><span style=\"color: #129447;font-family: tahoma, arial, helvetica, sans-serif\">Un membre de la F3SCT a <strong>saisi le registre DGI<\/strong> apr\u00e8s des <strong>sabotages r\u00e9p\u00e9t\u00e9s d\u2019un engin p\u00e9dagogique<\/strong>. Malgr\u00e9 nos relances, la DRAAF a <strong>refus\u00e9 de caract\u00e9riser le DGI<\/strong>, sans <strong>enqu\u00eate avec la F3SCT<\/strong> ni <strong>information des membres<\/strong>, en violation flagrante de l\u2019<strong>article R253-60 du code g\u00e9n\u00e9ral de la fonction publique<\/strong>.<\/span><\/p>\n<h3 style=\"text-align: center\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>3. La DRAAF-SRFD : au-dessus des lois ?<\/strong><\/span><\/h3>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Ces \u00e9v\u00e9nements posent une question grave : <strong>la DRAAF-SRFD s\u2019autorise-t-elle d\u00e9sormais \u00e0 bafouer les codes juridiques et ses propres notes de service ?<\/strong><\/span><\/p>\n<ul>\n<li style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>Non-respect des instances<\/strong> (CSA, CREA, CCPR, Conseils d&rsquo;administration des diff\u00e9rents EPL).<\/span><\/li>\n<li style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>D\u00e9ni de dialogue<\/strong> malgr\u00e9 des arguments factuels et r\u00e9glementaires.<\/span><\/li>\n<li style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>Violation des proc\u00e9dures<\/strong> (DGI, transmission des avis, carte des formations).<\/span><\/li>\n<li style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>Opacit\u00e9 <\/strong>(absence de donn\u00e9es chiffr\u00e9es sur la strat\u00e9gie \u00ab vivier \u00bb et autres, partage de documents tr\u00e8s succincts).<\/span><\/li>\n<\/ul>\n<h3 style=\"text-align: center\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>4. Le SNETAP-FSU ne l\u00e2chera rien<\/strong><\/span><\/h3>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Face \u00e0 ces <strong>d\u00e9rives autoritaires<\/strong>, le SNETAP-FSU, membre de l\u2019\u00c9lan Commun, <strong>r\u00e9affirme sa d\u00e9termination<\/strong> :<\/span><\/p>\n<ul style=\"text-align: justify\">\n<li><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>D\u00e9fendre l\u2019EAP<\/strong> et <strong>tout le personnel<\/strong> contre les logiques de casse sociale et du service public.<\/span><\/li>\n<li><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>Exiger le respect des textes<\/strong> et des proc\u00e9dures d\u00e9mocratiques.<\/span><\/li>\n<li><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>Saisir les juridictions<\/strong> si n\u00e9cessaire pour faire valoir nos droits.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>Le dialogue social n\u2019est pas une variable d\u2019ajustement<\/strong> : il est le fondement d\u2019un service public de qualit\u00e9. La DRAAF-SRFD doit <strong>cesser ses provocations<\/strong> et <strong>retrouver le chemin du respect<\/strong>.<\/span><\/p>\n<h3 style=\"text-align: center\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>Et maintenant ?<\/strong><\/span><\/h3>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\">Cette s\u00e9quence r\u00e9v\u00e8le une <strong>strat\u00e9gie d\u00e9lib\u00e9r\u00e9e<\/strong> : <strong>donner l\u2019illusion du dialogue pour mieux imposer ses d\u00e9cisions<\/strong>. Mais les personnel\u00b7les de l\u2019EAP ne sont pas dupes.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>Prochaines \u00e9tapes :<\/strong><\/span><\/p>\n<ul style=\"text-align: justify\">\n<li><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>Mobilisation<\/strong> pour faire entendre nos revendications.<\/span><\/li>\n<li><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>Recours juridiques<\/strong> si les droits ne sont pas respect\u00e9s.<\/span><\/li>\n<li><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>Communication renforc\u00e9e<\/strong> pour informer le personnel de l&rsquo;EAP et la population.<\/span><\/li>\n<\/ul>\n<h3 style=\"text-align: center\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #129447\"><strong>La bataille continue.
